The story revolves around an attempt by Micky O'Neill (Dunbar) to revive the fortunes of his Liverpool nightclub by promising his patrons that he will produce Josef Locke. England manager Phil Cope suffers a heart attack during qualification for the World Cup, which started out well but has gone badly wrong of late. The FA heads meet to decide who should be the new England manager, but soon run into trouble. Pete Maynard (Neil Morrissey) and Andy Jarrett (Adrian Dunbar) are two con men down on their luck. They are holed up in a Chicago boarding room with their landlady harassing them for her long overdue rent.
