Non loin de la frontière russo-chinoise, à Harbin. Depuis quelques jours, la ville de Mandchourie s'agite. Les puissances étrangères ont déployé des soldats ; les Chinois rencontrent l'Armée rouge, les Britanniques et les Japonais. On trouve aussi d'autres étrangers occidentaux. Trois d'entre eux décident de s'enfuir dans l'après-midi du 6 août 1928. Laudy, un ingénieur allemand, découvre avec un compagnon sur les murs un avis de recherche l'accusant d'espionnage industriel. Les Russes proposent 5 000 roubles contre son arrestation. Un commissaire soviétique se déplace dans la ville avec son groupe armé de mitrailleuses entre les gens en fuite avec leurs biens dans la chaleur étouffante. Les soldats britanniques déployés dans le quartier diplomatique de Harbin affichent un mépris sous couvert de neutralité.

La France pendant la guerre de Cent Ans. Les Français risquent de perdre la guerre depuis 92 ans contre l'Angleterre et des ennemis intérieurs. Seule la ville d'Orléans résiste bien encore ; c'est ici que se trouve le roi de France Charles VII. Pour discuter de conditions de paix acceptables, le roi envoie son émissaire Maillezais dans le camp ennemi, chez John Talbot et son allié Philippe III de Bourgogne. In the Wołyń Voivodeship in eastern Poland, the German minority is oppressed by the Polish majority. The physician Dr. Thomas does not have any hospital available and his daughter Marie, who teaches at a German school, and needs an important operation, watches when her school is disseized by Polish authorities and demolished by an angry mob. Dr. Thomas protests to the mayor, noting the constitutionally guaranteed minority rights; however his protest falls on deaf ears. Marie and her fiancé, Dr. Fritz Mutius, drive to the provincial capital, in order to put their protest to the Voivode (governor), but they are not even received there either. Deciding to stay in the capital in order to call on the court the next day, that evening they go to the cinema. They are accompanied there by her friend Karl Michalek, who has been pressed into service by the Polish Armed Forces. When they refuse to sing the Polish national anthem Mazurek Dąbrowskiego with the rest of the audience, Fritz gets grievously hurt by the furious Polish crowd. Marie tries to take her betrothed to a hospital, but he is refused admission and succumbs to his injuries.

The film opens with a proclamation to the White Star stockholders that the value of their stocks is falling. The president of White Star Line J. Bruce Ismay promises to reveal a secret during the maiden voyage of the Titanic that will change the fate of the stocks. He alone knows that the ship can break the world record in speed and believes this will raise the stock value. Ismay and the board of the White Star plan to lower the stocks by selling even their own stocks in order to buy them back at a lower price. They plan to buy them back just before the news about the record speed of the ship will be published to the press.

Trois marins allemands naufragés, le lieutenant Düren, l'enseigne Stahmer et le Maat Hinze, sont sauvés par un sous-marin allemand. Après s'être avérés être les seuls survivants du naufrage du navire de guerre Pommern, ils sont d'abord célébrés en tant que héros et décorés. Cependant un enquêteur note des incohérences dans les rapports des trois et suppose la possibilité qu'ils ont délibérément quitté le navire par intérêt personnel. Un procès est annoncé avec l'accusation de désertion. En raison de cette union personnelle, eux et l'avocat de la défense des trois hommes, inexpérimenté en matière de juridiction militaire, n'obtiennent pas le rejet du procès qu'ils considèrent à charge dans le sens de la dénazification. Au début, les trois affirment leur innocence, mais à mesure qu’ils deviennent de plus en plus incohérents, ils concèdent un à un qu'ils ont quitté le navire prématurément. Ils affirment, en partie fortement émus, que tous leurs camarades étaient morts, rester sur le navire n’aurait entraîné qu'une mort inutile sans bénéfice pour autrui. Tous les trois sont condamnés à mort.
