The story begins in 1937 Austria, before the German occupation which would arrive the following year. Josef Steiner (Fredric March) is a middle-aged German veteran who has been an ideological opponent to the Nazi regime from its inception and already escaped from two years in a concentration camp. He's in hiding in a dodgy Austrian boarding house with young Ludwig Kern (Glenn Ford in an early and outstanding performance), a bewildered 19-year-old German from a prosperous family that was found to have Jewish forebears when the Nazis came to power and now "half-Aryan," are abruptly deprived of their German citizenship and passports, rendered stateless and ordered to leave the country.

Former Korean War pilot Stuart Allison has been searching the Orient for his wife who deserted him six years ago. English gentleman Rudolf Rassendyll (Ronald Colman) takes a fishing vacation in a small middle European country (unnamed in the film; Ruritania in the novel). The story is set during the reign of King George III, in Bristol, England, where young Benjamin Blake (Roddy McDowall), son of the deceased Baronet of Breetholm is taken from his commoner grandfather, gunsmith Amos Kidder (Harry Davenport), and forced to serve his vengeful uncle, Sir Arthur Blake (George Sanders). Arthur inherited the title and land from his brother Godfrey, and fears that Ben may not have been born out of wedlock and might claim his inheritance. He compels the boy to become his ward and bonded servant, giving Arthur life-and-death power over the lad.
