Synopsis
Hideji Kanno, membre d'un clan yakuza de Yokohama sort de prison après avoir purgé une peine de quinze années d'emprisonnement pour le meurtre de Matsuoka qui avait trahi leur boss. Matuoka avait une fille de trois ans, Yōko, au moment des faits et Hideji s'est assuré par l'intermédiaire de son ami Kōkichi Minami que cette dernière ne manque de rien et suive une éducation de jeune fille normale. Yōko ignore tout de l'implication de Hideji dans la mort de son père et elle pense que son bienfaiteur est un oncle vivant à l'étranger.Actors

In 1950 Hiroshima City, Shoji Yamanaka is involved in a fight over cheating in a card game and stabs several men. He is sentenced to two years in prison, where he befriends Shozo Hirono. When he is released from prison, the waitress at a restaurant offers to let him eat for free but a gang led by Katsutoshi Otomo, the rebellious son of Choji Otomo, beat him. He is saved by Otomo senior and is offered to join the yakuza by Muraoka, the waitress Yasuko's uncle. Yamanaka serves under Muraoka's sworn brother Kunimatsu Takanashi, until he is chased out of Hiroshima by Muraoka for beginning a romantic relationship with the widowed Yasuko.

Following the previous film, Shozo Hirono is serving seven years in prison and Akira Takeda was released from prison on a technicality. Takeda then united all the families in the Hiroshima region, shed their yakuza image, and formed the Tensei Coalition political party. In August 1965, Takeda is leader as Chairman, Katsutoshi Otomo is Vice Chairman, Tamotsu Matsumura is Managing Director, Hideo Hayakawa is Secretary General, and Shoichi Eda a Director. Hirono's men get into an altercation with some low-level Tensei members. Elder yakuza Otomo and Hayakawa demand the instigators should have to commit yubitsume, however, after a vote the Coalition agrees to let Matsumura handle discipline on account of wanting to avoid the rituals tied to yakuza for their public image. In 1966, Hirono's friend Terukichi Ichioka has a Tensei financial adviser killed and attends the funeral, angering Otomo who openly vows to take him on. However, Takeda threatens that anyone who responds to the attack will be expelled from Tensei.

In Kure, Hiroshima 1946, when Shinichi Yamagata gets into a scuffle with a yakuza, his friend and fellow ex-soldier Shozo Hirono has the Yamamori family help get pay back, but ends up killing the yakuza himself and is sent to prison. Ryoko Yanu, surnommée Oryū la pivoine rouge, se rend à Nagoya auprès du clan Nishinomaru pour poursuivre sa formation de yakuza. Malgré des présentations en règle, elle est fraichement accueillie car une rumeur la présentant comme une tricheuse est parvenue aux oreilles du clan. Heureusement la lettre de recommandation de Kumatora convainc Teijiro Sugiyama, le chef du clan Nishinomaru, de l'accueillir sous son toit. Il s'avère que c'est Otoki, la mère de la jeune fille aveugle qu'Oryū a sauvé lors de son voyage vers Nagoya, qui a usurpé son identité et qui est à l'origine de la rumeur.
