Kaun Kitne Paani Mein is a story about two villages, Upri and Bairi. Upri is a village nestled in the hills and Bairi is at the base of the Hill Range although close to each other in proximity, are poles apart in every other measure as of water access and economic development. Upri is a village which had great economic and social status in the past and Bairi was then economically weaker. Upri was economically and class wise powerful in the past due to the land they had and the water fall from the hills as well as the large lake that was naturally created at the edge of Upri. The people of Upri were like royalty and they had used the people of Bairi as their employees. This had made the people of Bairi skilled in their work and also become good farmers. The people of Upri who assumed these good times would remain never planned for a rainy day and lived a rich life splurging on all the resources.

Rajeshwar Raja is the uncrowned don of the criminal world in Bombay, India. Working under his directions are Hasan Lalla and Hamid Pathan. Then Hasan Lalla decides to separate, and forms his own gang, which does not auger well with Raja. Things get worse between the two, resulting in a gang war resulting in many casualties on both sides, with the police stepping in and taking advantage of this situation. Then one day while Hamid is being attacked by Hasan's men, three men, Bajrang, Sagar Malhotra, and Mahesh alias Munnabhai, come to his rescue, & ensure that he is admitted in hospital for his injuries. A grateful Raja recruits the three in his gang, and asks them to attempt to bring Hasan down, which they agree to do. When the underworld finds out about the daring deeds of these three, and the manner in which Hasan has been subdued and forced to retreat, they start believing that Raja is no longer in control, resulting in Raja feeling threatened, and deciding to end his relationship with these three. He plots to creates misunderstandings, and enlists a devious scheme in which Mahesh and Sagar are arrested by the police, and Bajrang becomes the one who is responsible. A visibly upset Bajrang tries to clarify things to his two friends, but to no avail. It looks like Raja has once again succeeded in his overtures to be the sole and unchallenged don of the criminal underworld.

Raja (Venkatesh) and his friend Balu (Sudhakar) are petty thieves. News Reporter Payal (Twinkle Khanna) and her camera-man have been assigned the task of interviewing the world's highest ranking criminal don, Devraj (Akshay Kumar), which they accept. In the process, Payal and Devraj fall in love with each other,much to the opposition of Bismillah (Mukesh Khanna), Devraj's guardian on one hand; and Police Inspector Amit (Rajat Bedi), and Payal's brother Ravi (Vivek Shauq) on the other. What results is that Ravi is killed with Devraj being blamed and arrested. Payal tesitifies against him, and Devraj is sentenced to be hanged. When Bismillah finds about this plot, he tracks them down, but Amit kills him to save himself and Payal. But Devraj escapes from custody, and begins to plot vengeance against his enemies, including Payal, as well as the real killer of Ravi. As the story unfolds, it is revealed that Amit was the one who killed Ravi and joined Thakral to frame Devraj for it. But Amit betrays Thakral and kills him. He then takes Payal on a flight where Devraj tracks him down and kills him. The story ends with Payal and Devraj getting married.
