After landing by Pleasantville, United States, the aliens convince two Earth criminals to help them rule the world. The aliens hypnotize people into a "zomboid state" and unleash a reptilian creature. Two F.B.I. agents fight against the aliens, criminals, and the creature to combat the threat of imminent world domination.

Late one night, young David MacLean (Jimmy Hunt) is awakened by a loud thunderstorm. From his bedroom window, he sees a large flying saucer descend and disappear into the sandpit area behind his home. After rushing to tell his parents, his scientist father (Leif Erickson) goes to investigate David's claim. When his father returns much later in the morning, David notices an unusual red puncture along the hairline on the back of his father's neck; his father is now behaving in a cold and hostile manner. David soon begins to realize something is very wrong: one-by-one he notices certain townsfolk are acting in exactly the same way. Through his telescope, David sees child neighbor Kathy Wilson walking in the sandpit, when she suddenly disappears underground. David flees to the police station for help, and he is eventually placed under the protection of health-department physician Dr. Pat Blake (Helena Carter), who slowly begins to believe his crazy story.
After a botched attempt at suicide, Nora King (Kathleen Crowley) revives and discovers that her building has no electricity or water. She soon realizes that Chicago is deserted when she wanders out into the empty, quiet streets. Stumbling over the body of a dead woman, she encounters Frank Brooks (Richard Denning), another person who has just recently revived after being beaten in a robbery.
A flying saucer lands in the woods. A teenage couple, Johnny Carter (Terrell) and Joan Haydon (Castillo), while driving to their local lover's lane without the headlights on, accidentally run down one of the saucer's large-headed occupants.
A team of local scientists discover alien parasites when they investigate a mysterious, three-story-tall, cone-like object that has appeared outside of town. It becomes obvious that the parasites' first victims, whose minds have been taken over, are the town's leading citizens.
On a Swiss mountain, one of three student climbers is killed, his head ripped from his body. Two sisters, a London mind-reading act, are traveling by train to Geneva when one of them, Anne Pilgrim (Janet Munro), faints as they pass the same mountain. Upon waking, she knows that there is something very wrong, so she decides they should get off at the very next stop, Trollenberg.
The film begins in 1985, when engineers involved in an industrial project to irrigate the Gobi Desert accidentally unearth a mysterious and apparently artificial "spool". When found to be made of a material unknown on Earth, the spool is circumstantially linked to the Tunguska explosion of 1908. The "spool" is seized on as evidence that the explosion, originally blamed on a meteor, was actually caused by a spaceship. Professor Harringway deduces the alien craft must have come from Venus. The spool itself is determined to be a flight recorder, and partially decoded by an international team of scientists led by Professor Sikarna and Dr. Tchen Yu. When radio greetings sent to Venus go unanswered, Harringway announces that a journey to Venus is Earth's only alternative. The recently completed Soviet spaceship Cosmostrator I (Kosmokrator in the original), intended to voyage to Mars, is redirected to Venus, a 30–31 day trip. During the voyage, Sikarna works furiously to translate the alien message on the disc using the ship's computer.
Dr. Fred Steele (Umberto Orsini) and Eve Barnett (Maya Brent) work together at an astronomical station on a bucolic island. Steele has just had his request for a transfer approved, and he and Eve look forward to leaving the island and getting married. However, their budding romance is quickly put on hold as the station's scientists learn they must deal with a rogue planet—"The Outsider"—that has entered the solar system, and which is on a collision course with Earth. The brilliant but cantankerous Professor Benson (Claude Rains), living in an adjacent greenhouse with his dog Gideon, predicts that the Outsider will not strike the Earth but will simply make a close pass—a prediction that no other scientist will endorse. Meanwhile, a military base on Mars encounters the stray planet on its approach to Earth, and Commander Robert Cole and his wife Cathy quickly travel to the island outpost from Mars to help with the effort.
NASA successfully lands a robotic surveyor on Mars. The rover begins to explore, but after just a few minutes it is completely destroyed by what appears to be a high energy surge. At that exact same instant back at mission control, Dr. Dave Fielding (Kent Taylor), in charge of the project, suddenly feels oddly disconnected and not himself; he shakes it off and then goes to face the crowd of expectant reporters. Right after he leaves, his exact body double is sitting at his desk.
Aliens, running a traveling circus as a cover, revive a vampire, a werewolf, a mummy and Frankenstein's monster with a plan to use them to take over the world. They want to discover the reason that these monsters are so frightening to Earthlings. They then plan to create an army of such monsters using their findings.
