The film introduces Edison Carter (Matt Frewer), a television reporter trying to expose corruption and greed. Carter discovers that his employer, Network 23, has created a new form of subliminal advertising (called "blipverts") that can be fatal to certain viewers.

The film starts off at night with Spider-Man jumping from building to building, following a car stolen by two crooks, late for a date with his girlfriend Gwen Stacy. He finally catches up with the vehicle and, complaining that he is late for his date the whole while, eventually manages to stop, overpower and web up the crooks.

Elsewhere, Rick Castle is in a smoky bar flirting with the local girls in an murmured conversation. Meanwhile, a police officer enters Julie Meyers' apartment without any explanation. Trent McKormick comes out of the shadows and kills the officer before leaving. Rick Castle is summoned by his boss and learns about Trent's escape. He is assigned to protect Julie Meyers and bring in Trent alive.

The story is set in modern Korea. The Match Girl wanders the streets, trying to sell her matches. No one will buy any, and stores kick her out. Cold and hungry, she tries to warm her hands with the matches. A passersby tells her she should sniff the fumes instead, which she does. Feeling no more hunger or cold, she sees the snowflakes turn into cherry petals, and in the midst of the beautiful scenery she dies in the street.
Following the events of the original Universal Soldier, the budget of the program has been cut by the government. However, under the orders of a CIA director, a gang of mercenaries take control of the new line of Universal Soldiers to use them in the diamond smuggling business.
I Was A Teenage Frankenstein's Roommate is the story of Hiram Belmore (Patrick Casey) and his attempt to create life and therefore win the school science fair. Peggy (Sarah K. Bizek) and her boyfriend Dwight (Nick Stukas) are house-sitting for Peggy's professor. Dwight's friend Hiram hijacks the house and uses it in his experiment to create his Frankenstein's monster, which he names Monster (Worm Miller). His class rival Lionel Kerr (Sean Hall) is trying to prevent this and win the science fair himself, while Clerval (Jack Shreck) co-opts control of a religious sect to make things turn out in his favor and wackiness ensues.
