Max Renn (Woods) is the president of CIVIC-TV, a UHF television station in Toronto that specializes in sensationalistic programming. Displeased with his station's current lineup, Max is looking for something that will break through to a new audience. One morning, he is summoned to the clandestine office of Harlan (Peter Dvorsky), who operates CIVIC-TV's pirate satellite dish which can intercept international broadcasts. Harlan shows him Videodrome, a plotless show apparently being broadcast out of Malaysia which depicts the brutal torture and murder of anonymous victims in a reddish-orange chamber. In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick.

Widower Hemant Rastogi lives in scenic Mahabaleshwar, seemingly alone. One night he has a heart attack and passes away. When the Police search his residence they find Tejas, Hemant's only son, in the basement of the house. Tejas has spent his entire life in the basement and as a result of this is extremely sensitive to sunlight. The Police ask Purva Rana, head of P.R. Institute (an institute for the rehabilitation of young criminals) to look after Tejas, whose only experience of other people up until this point has been with his father and the books he provided for him. Tejas starts showing signs of Telekenesis, and is shunned by the other boys in the institute, resulting in the near fatal accident of a security guard and the death of a fellow student. Tenzin redeems himself in the eyes of Purva's wealthy father, Pushkar, when he is able to wake his wife, Gayetri Rana, from a coma-like condition. It looks like Tejas has been accepted into the Rana household, but he is subsequently harassed by doctors and scientists wishing to perform experiments on him. When Tejas and Pushkar both refuse to be part of these experiments, Tejas is abducted and held in a glass chamber by Dr. Richard Dyer, who wants to control his mind for his own benefit. Purva realises that Tejas has been abducted, and is fatally injured by Dr. Dyer in a rescue attempt. At the sight of this, Tejas' anger causes his powers to surge, shattering the glass cage and killing Dr. Dyer brutally and Purva gets electrocuted. Tejas successfully brings back her to life by shock therapy using both his hands. The film ends with Purva and Tejas driving away in sunset.

The film takes place in late 1999. India has an out-of-control nuclear satellite in orbit that is about to re-enter the atmosphere at any time, contaminating large areas of the Earth. This has caused a massive panic, with everyone trying to flee the likely impact sites. Caught in a traffic jam, impatient and disconnected Claire Tourneur (Solveig Dommartin) escapes the highway congestion by taking a side road. Her dashboard computer system announces she has left the map zone database and is on her own. She then has a couple of odd encounters, first with a pair of bank robbers (which leaves her with a large amount of cash), then with a hitchhiker being pursued by an armed party. Claire discovers, after falling in love with the enigmatic fugitive, that he is the son of a scientist (played by Max von Sydow), and has absconded with the prototype of a secret research project. Multiple government agencies and freelance bounty hunters are chasing him to recover the device.
