In the opening sequence, an army convoy is attacked by terrorists who soon discover they have stolen a truck of living frozen biological material instead of uranium. Once at a dockside warehouse, two frozen Velociraptors and a huge T-Rex escape and kill many of the terrorists before the police arrive, who expect to find drug smugglers. After finding the sole survivor, the police are killed inside the warehouse by the Velociraptors. An anti-terrorist special force led by Colonel Rance Higgins is called in by General Mercer where they find pieces of bodies and a refrigeration truck rather than uranium. They maneuver through warehouse boxes until two get slashed to death. The survivors learn from Dr. Hodges that these are the last three "carnosaurs" in existence: two male Velociraptors and one female T-Rex (the same dinosaurs in the convoy) left from the genetic reconstructions of the previous Carnosaur installments. It is made clear that the dinosaurs need to be caught alive, relating to the potential for curing major diseases. A massive meat shipment resides at the dock, so the three soldiers hunt in that area, meeting up with a unit of Marines who have come as backup. Soldier Polchek is given drugs to shoot into the carnosaurs as the group set up a lure and net trap with meat. One of the Velociraptors attacks and almost succeeds in dragging off Polchek, but is shot down. They soon take the raptor back to the base for further examination.
Anna Quarrels (Rhonda Griffin), librarian in the Rare Books Room, is approached by Mr. Jamison from the University of Chicago who wishes to study Mary Shelley's original manuscript for "Frankenstein; or, The Modern Prometheus". After he's finished, Anna is about to return the manuscript to the stacks when she discovers that Jamison has switched blank paper for the manuscript and walked out of the library with it. Investigating, she learns he used a fake I.D. to access the Rare Books Room and so hires Private Detective, David Raleigh (Justin Lauer) to track him down. David finds fingerprints on the sign-in sheet and discovers the man claiming to be Jamison is really Dr. Winston Berber, an unscrupulous scholar with doctorates in Physics, Mathematics, Folklore, and Philosophy. Berber (Bill Moynihan) is meanwhile gloating over his collection of rare manuscripts; along with the Shelley manuscript, he has obtained the originals of Guy Endore's "The Werewolf of Paris" (1933) and James Putnam's "Mummy" (1993). He now seeks the first edition of Bram Stoker's "Dracula" (1897) to complete his collection. Berber has invented an "Archetype Inducer" and plans to use the manuscripts to bring the four greatest monsters from horror history to life to do his bidding.

(Jeremy Sisto) begins finding empty plain brown paper packages in his apartment, he goes to great length to try and secure his boundaries, but the packages keep appearing. Simon attempts to find out who is leaving the packages, and his investigation exposes him to his eccentric neighbors, an artificial intelligence robot head, created by Derrick (Udo Kier) who occupies an apartment across the hall from Simon, a virtual reality sex-game, created by the Neighbour (Bruce Payne) who occupies the apartment next to Simon's, and the possibility of a corporate conspiracy. At the same time Simon, who works in IT, is under pressure to complete a programming project and develops a romantic relationship with another of the apartment block's residents, Trish (Deborah Kara Unger).
This is not a direct adaptation of the Mary Shelley novel, but a postmodern gothic reinvention set in present-day New Orleans. It recasts the doctor as the villain and the creature as a tragic hero determined to stop him; the primary action involves two police detectives (Parker Posey and Adam Goldberg) who enlist the aid of the creature ("Deucalion" in this version) to stop a serial killer who is one of Victor's later creations.

Tenzin redeems himself in the eyes of Purva's wealthy father, Pushkar, when he is able to wake his wife, Gayetri Rana, from a coma-like condition. It looks like Tejas has been accepted into the Rana household, but he is subsequently harassed by doctors and scientists wishing to perform experiments on him. When Tejas and Pushkar both refuse to be part of these experiments, Tejas is abducted and held in a glass chamber by Dr. Richard Dyer, who wants to control his mind for his own benefit. Purva realises that Tejas has been abducted, and is fatally injured by Dr. Dyer in a rescue attempt. At the sight of this, Tejas' anger causes his powers to surge, shattering the glass cage and killing Dr. Dyer brutally and Purva gets electrocuted. Tejas successfully brings back her to life by shock therapy using both his hands. The film ends with Purva and Tejas driving away in sunset.

The goblin-clad women violently (and phalically) take out the body guards (notably shooting shuriken out their butts) as the politician is menaced and wounded by the robot geisha who has a circular saw blade in her mouth. Suddenly, another person named Yoshie (Aya Kiguchi) appears, reveals herself as a robogeisha, and destroys the villainous robot.

The ensuing love triangle leads Keiko to seek the assistance of her father who, unbeknown to his daughter, moonlights as a Kabuki-clad mad scientist with the school nurse as his assistant. The pair experiment on students in the school basement hoping to discover the secret of reanimating corpses (akin to the work of Victor Frankenstein). Their hopes are answered when they discover a solution of Monami's blood holds the properties to bring life to dead body parts and inanimate objects.
