In 1988 a US ballistic missile submarine, the USS Montana, sinks near the edge of the Cayman Trough after an accidental encounter with an unidentified submerged object. As Soviet ships and submarines head toward the area in an attempt to salvage the sub, and with a hurricane moving in, the Americans decide that the quickest way to mount a rescue is to insert a SEAL team onto the Deep Core, a privately owned, experimental underwater oil drilling platform, located 1,700 feet (518 meters) below sea level, which will serve as their base of operations. The designer of the platform, Dr. Lindsey Brigman, insists on accompanying the SEAL team, even though her estranged husband, Virgil "Bud" Brigman, is currently serving as the platform's foreman.

The film's beginning has General George S. Patton (George C. Scott) giving a speech to an unseen audience of American troops (based on his speech to the Third Army), with a huge American flag in the background. The scene then shifts to North Africa at the start of 1943, where Patton takes charge of the demoralized American II Corps in North Africa after the humiliating defeat at the Battle of the Kasserine Pass. After instilling discipline in his soldiers, he leads them to victory at the Battle of El Guettar, the first American victory over the Axis, though he is bitterly disappointed to learn afterward that Erwin Rommel (Karl Michael Vogler), whom he respects greatly as a general, was not his opponent. Patton's aide, Captain Jenson, is killed in the battle. Shortly after the battle, a new member of his staff, Lieutenant Colonel Codman assures Patton that, though Rommel was absent, that if Patton defeated Rommel's plan, then he had defeated Rommel.

About 10,000 years ago, peaceful aliens from the planet Antarea set up an outpost on the planet Earth, on an island later known to mankind as Atlantis. Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.
