The film opens with a mid nineteenth century cargo liner sinking in a storm at sea, in what is presumed to be an Atlantic Gale. As the vessel begins to founder the crew muster the passengers to the lifeboats, one of which capsizes as it is launched, and its passengers are thrown out into the overwhelming seas. Swept below the waves and on the point of drowning, they are rescued by a group of divers who swim up to them to give them air and lead them to the submarine Nautilus.

Terence Rattigan's screenplay is a major departure from the simple plot of Hilton's novella. The time frame of the original story was advanced by several decades, starting in the 1920s, continuing through the Second World war, and ending in the late 1960s. Con artist Marcus Pendleton has just been released from prison for embezzlement. He has emerged into a world increasingly reliant on computers. From 1943, Nazi Germany started working on terror weapons, the V-1 flying bomb and V-2 rocket while British Intelligence learns about a new secret weapon. Technical problems with the V-1 lead the Germans to create a manned version to ascertain the flight problems of the rocket but all the test pilots are killed flying it. Aviator Hanna Reitsch (Barbara Rütting) successfully flies and lands the V-1 prototype, discovering the problem (mechanical shifting of the rocket's weight and change of speed) and how to solve it, which leads to the mass production of the V-1.

On a flatbed lorry driven in the streets of London, a motor car is under a grey cover with the initials RR. The Rolls Royce is first purchased by Charles, Marquess of Frinton (Rex Harrison) as a 10th wedding anniversary present for his French wife, Eloise (Jeanne Moreau). Frinton is Under-Secretary of State at the Foreign Office. The marquess is a longtime horse owner who has his heart set on winning the Ascot Gold Cup. This year his horse, named 10 June (his wedding anniversary date; also the writer Terence Rattigan's birthday) is the favourite and does indeed win. Lord Frinton is presented the Gold Cup by King George V. However, his elation is blighted when he finds his wife with her lover, his underling John Fane (Edmund Purdom), in the back of the Rolls with the shades drawn. For appearance's sake, Lord Frinton will not divorce his wife, but he returns the car.

In 1946 Holland, Lisa Held (Dolores Hart), a survivor of the Auschwitz concentration camp during World War II, has fallen prey to ex-Nazi Thorens (Marius Goring), who has promised to smuggle her into Palestine. In reality, Thorens is a white slaver who plans to send Lisa to South America. Unbeknownst to both Lisa and Thorens, they are being trailed by Dutch Inspectors Peter Jongman (Stephen Boyd) and Sergeant Wolters (Donald Pleasence). Jongman carries with him the guilt of not having saved his Jewish fiancée from death at the hands of the Nazis during the war. Jongman follows Lisa and Thorens to London, where Jongman meets with Thorens to discuss Lisa’s situation. During their encounter, Jongman strikes Thorens, who accidentally falls into an SS dagger and dies. Jongman leaves, unaware of Thorens’ death, and thinks Thorens has only passed out from the blow.
