Bob Roberts takes place in Pennsylvania in 1990. It depicts a fictitious senatorial race between a conservative Republican folk singer, Bob Roberts (Tim Robbins), and the incumbent Democrat, Brickley Paiste (Gore Vidal). The film is shot through the perspective of Terry Manchester (Brian Murray), a British documentary filmmaker who is following the Roberts campaign. Through his lens we see Roberts travel across the state, performing songs about drug users, lazy people and the triumph of traditional family values over the rebelliousness of the 1960s. As the campaign continues, Paiste remains in the lead until a scandal arises involving him and a young woman who was seen emerging from a car with him. Paiste claims that she was a friend of his granddaughter who he was driving home, but he cannot shake the accusations.

The story centers around a married couple. The infertile wife Virginia (Brooke Adams) and her husband Brad Marshall (Jeff Hayenga) decide to join an experimental in-vitro fertilization program developed by Dr. Richard Meyerling (James Karen). The trial succeeds, but during the pregnancy Virginia finds that something unusual is happening to the fetus. Set in the American Southwest, Doc (Raphael Sbarge) is an alcoholic security watchman protecting digging equipment from environmental activists, though he befriends one of them named Thrush (Jennifer Runyon). Meanwhile, Dr. Jane Tiptree (Diane Ladd) of the Eunice Corporation is breeding a strain of extra large and fertile chickens by splicing their DNA with that of crocodiles, iguanas, albatrosses, vultures, pelicans, turkeys and ostriches. Unknown to the Corporation's sponsors however, Tiptree is impregnating several of the chickens with dinosaur DNA. One of her resulting creatures, a Deinonychus, escapes and kills the activists, as well as other civilians. Doc investigates and discovers that Tiptree is also creating a virus which causes women to fatally conceive baby dinosaurs, in order to wipe out humanity and thus allow Carnosaurs and Raptors to reclaim the Earth as their own. Tiptree dies giving birth to a baby raptor. After narrowly escaping a Tyrannosaurus and the lab, Doc takes Thrush to a house to recover and injects a serum to cure her. Doc battles the Tyrannosaurus with a skidsteer (an action that was repeated in the fourth sequel) before impaling it. The government infiltrates the community in order to "sterilize" the situation by shooting all the civilians, infected or not. Thrush dies from the virus, meaning that the serum did not work. Doc is shot and killed by government soldiers, who then burn his and Thrush's bodies.

Dr. Rex Martin is a top neurosurgeon, who is active in studying brain malfunctions that cause mental illnesses. High school friend Jim Reston, a successful businessman at Eunice, requires Martin's aid in reaching the mind of John Halsey, a former genius mathematician who once worked for the company and is now a paranoid psychotic at a nearby asylum. Dr. Martin's surgery is intended to successfully alter the patient's mental attitude, either unlocking the corporate secrets within Halsey's brain or else leaving Halsey unable to accidentally share them with anyone else. As Martin begins the surgical procedure, he starts to experience the same paranoid dreams as Halsey. The episodes grow in intensity until it becomes unclear whether Martin is a doctor imagining he's the patient, or a mental patient who succumbed to the delusion that he was a brain surgeon. Martin floats further and further from reality, caught between his loyalty to his business colleagues and his own humanity.

In 1987, Sara Campbell (Virginia Madsen) is driving her son Matthew (Kyle Gallner) home from the hospital where he has been undergoing cancer treatments and traumas.
