In the late 2020s the world is in turmoil, with the United States fractured as a result of prolonged conflict and a pandemic of the "St. Mary's Virus" ravaging Europe. The United Kingdom is ruled as a fascist police state by the Norsefire Party. Political opponents, immigrants, Muslims, homosexuals and other "undesirables" are imprisoned in concentration camps. On November 4, a Guy Fawkes-masked vigilante identifing himself as "V" (Hugo Weaving) rescues Evey Hammond (Natalie Portman), an employee of the state-run British Television Network (BTN), from members of the "Fingermen" secret police while she is out past curfew. From a rooftop, they watch his demolition of the Old Bailey criminal court building, accompanied by fireworks and the 1812 Overture. Inspector Finch (Stephen Rea), Scotland Yard's Chief of Police, is tasked with investigating V's activities while BTN declares the incident an "emergency demolition". V interrupts the broadcast to claim responsibility and urges the people of Britain to rise up against their government. He asks them to meet him exactly one year later, on November 5, Guy Fawkes Night, outside the Houses of Parliament, which he promises to destroy. During the broadcast, the police attempt to capture V. Evey helps him escape but is knocked unconscious.

Set in London, the film opens with American best-selling author Catherine Tramell in a speeding car with her companion, Kevin Franks, a famous English football star. Tramell takes the man's hand and begins masturbating with it, all the while increasing her vehicle's speed. At the point of orgasm, Tramell veers off the road and crashes into the West India Docks in Canary Wharf. She attempts to save her partner but, as she says while being questioned by the police, "When it came down to it, I guess my life was more important to me than his".

The film begins shortly before Bridget's mother's (Gemma Jones) annual Turkey Curry Buffet. Bridget (Renée Zellweger) is ecstatic about her relationship with Mark Darcy (Colin Firth). However, Bridget's confidence in her relationship is shattered when she meets Mark's colleague, the beautiful Rebecca Gilles (Jacinda Barrett). Bridget meets her ex, Daniel Cleaver (Hugh Grant), at her job for Sit-Up Britain and is offered a position as the "Smooth Guidess". Shortly after the dawn of the new millennium, during construction on the London Underground, workers penetrate an underground cave. A huge dragon emerges from hibernation, incinerating the workers with its flaming breath. The only survivor is a boy, Quinn Abercromby (Ben Thornton), whose mother Karen (Alice Krige) is the construction crew chief; Karen is crushed to death while protecting Quinn as the dragon climbs to the surface. It flies out of the Underground and more dragons appear, multiplying rapidly. Shown in newspaper clippings and a voiceover, scientists discover that dragons are a lost species responsible for the extinction of the dinosaurs by incinerating them and eating their ash, as well as ice ages. The dragons are speculated to hibernate after destroying most of the Earth's creatures until the planet repopulates. After the dragons' awakening humanity resists militarily, including a 2010 use of nuclear weapons; this, however, hastens the destruction and within a few years humans are nearly extinct.

After three years in prison, Cruella de Vil (Glenn Close) has been cured of her desire for fur coats by Dr. Pavlov (David Horovitch) and is released into the custody of the probation office on the provision that she will be forced to pay the remainder of her fortune (eight million pounds) to all the dog shelters in the borough of Westminster should she repeat her crime. Cruella therefore mends her working relationship with her valet Alonso (Tim McInnerny) and has him lock away all her fur coats. Cruella's probation officer, Chloe Simon (Alice Evans), nevertheless suspects her, partly because Chloe is the owner of the now-adult Dipstick (one of the original 15 puppies of the previous film). In Thebes, Egypt, 1290 BC, high priest Imhotep engages in an affair with Anck-su-Namun, the mistress of Pharaoh Seti I. When the Pharaoh discovers their tryst, Imhotep and Anck-su-Namun kill him. As Seti's guards arrive, Imhotep flees while Anck-su-Namun kills herself, intending for Imhotep to resurrect her. After Anck-su-Namun's burial, Imhotep and his priests steal her corpse and travel to Hamunaptra, the city of the dead, where they begin the resurrection ceremony. However, the group is intercepted by Seti's bodyguards, the Medjai, before the ritual could be completed, and Anck-su-Namun's soul is sent back to the Underworld. Imhotep's priests are all mummified alive. Imhotep himself is sentenced to immortal agony, condemned to suffer the Hom Dai curse: having his tongue removed and then being buried alive with flesh eating scarab beetles. Imhotep is buried under high security, sealed away in a sarcophagus at the feet of a statue of the Egyptian god Anubis, and kept under strict surveillance by the Medjai, since if Imhotep were ever to resurrect, the entire world would be doomed.

The film is set Ireland in the early 1960s in the small town of Clones. Francie spends most of his time with his best friend Joe Purcell (Alan Boyle) talking about "gangsters, cowboys and Indians, comic-book monsters and the early-1960s threat of nuclear annihilation." However, when Francie's growing conflict with another boy, Phillip Nugent (Andrew Fullerton), and his mother (Fiona Shaw) begins to go too far, he ends up at reform school. Here, he is molested by a priest (Milo O'Shea), and finds solace only in his fantasies about a foul-mouthed Virgin Mary (Sinéad O'Connor). He returns home to find Joe has outgrown him and befriended Phillip Nugent. Before long, his father has drunk himself to death. Faced with being left completely alone in the world, Francie loses his grip on reality and lashes out with uncontrollable brutality, which shocks his provincial hometown.
