The film jumps between various sections of Bruce's life, including scenes of when he was in his prime and the burned-out, strung-out performer who, in the twilight of his life, used his nightclub act to pour out his personal frustrations. We watch as up-and-coming Bruce courts his "Shiksa goddess", a stripper named Honey. With family responsibilities, Lenny is encouraged to do a "safe" act, but he cannot do it. Constantly in trouble for flouting obscenity laws, Lenny develops a near-messianic complex which fuels both his comedy genius and his talent for self-destruction. Worn out by a lifetime of tilting at Establishment windmills, Lenny Bruce dies of a morphine overdose in 1966.

The story focuses on a theatre troupe, led by Alan (Alan Ormsby). He is a mean-spirited director, who travels with the others by boat to a small island that is mainly used as a cemetery for deranged criminals, to have a night of fun and games. Once on the island Alan tells his group, which he refers to as his "children"— numerous stories relating to the island's history and buried inhabitants. he leads them to a cottage where they are supposed to spend the night. He then opens a chest they had brought with them, puts on a mystical robe and says that they are to prepare for the summation at midnight. Alan takes sheer delight in torturing his cast with threats of firing them if they do not do as he pleases which always makes them go along with his plan. At midnight using a grimoire, Alan begins a séance to raise the dead after digging up the body of a man named Orville Dunworth (Seth Sklarey). Though the original intent of the ritual may have been solely as a joke, Alan appears disappointed that nothing happens.

Karl Thomasson (Williams), an ex-Special Forces soldier and retired mercenary, is now working as a police detective. Shale (Berenger) is a mercenary and a Vietnam veteran who returns home to Miami after a botched covert operation in Cuba in which three men from his platoon were killed. He surprises his girlfriend, Jane Hetzko (Diane Venora) at her apartment and is warmly welcomed. On the outside, Jane is a schoolteacher at inner-city Columbus High School, an institution with a gang problem, complete with metal detectors and gates protecting its boundaries. She also clashes with Juan Lacas (Anthony), leader of the KOD ("Kings of Destruction") gang and has her leg broken in a beating while attacked on a morning jog. Jane and Shale believe this to be related to the KOD, which prompts the latter to go undercover as an Ivy League-educated, government-affiliated substitute teacher for his girlfriend's class.

After dealing to Porky the "fatal" blow that was coming to him, the gang from Angel Beach is ready for a new challenge: The High School Drama Club is producing a Shakespeare Festival in which the gang is participating. Unfortunately, a religious leader named Bubba Flavel wants to halt the production because he and his group, "The Righteous Flock," maintain that Shakespeare is indecent and profane. As part of their effort to keep their school-based Shakespeare production on track, the gang from Angel Beach seeks out the help of Seward County Commissioner Gebhardt, who initially promises the gang from Angel Beach that he will pull some strings to keep the Angel Beach High Shakespeare Festival running. However, after the county commissioners, who all will shortly be standing for re-election, vote unanimously to shut down the Shakespeare Festival, the gang quickly learns that Commissioner Gebhardt has reneged on his promises to the Angel Beach gang because he feared that allowing the Shakespeare Festival to proceed would harm his re-election chances. The local Ku Klux Klan chapter joins the movement to shut down the Shakespeare festival because its members object to an American Indian (Runningfox's Seminole character) playing Romeo opposite a white girl Juliet (Wendy). Flavel, who has previously exposed his bigoted nature, welcomes the Klan's support of his movement. The Angel Beach gang then begins plotting their retaliation and revenge against Flavel, Commissioner Gebhardt, the rest of the county commissioners, and the Klan.
