Bill Quinn (May 6, 1912 – April 29, 1994) was an American actor.

Quinn appeared in more than 150 acting roles over seven decades, starting in the 1920s in silent films and ending in 1989 in Star Trek V: The Final Frontier. He is best remembered as Archie's blind friend, Mr. Van Ranseleer, in All in the Family, and later as a regular in the spin-off Archie Bunker's Place. His other television roles include The Odd Couple, in which he played the recurring role of the roommates' physician, Dr. Melnitz; The Rifleman as Sweeney, the bartender; McHale's Navy; and Mary’s father in The Mary Tyler Moore Show. In 1971, he was featured in the Universal Pictures movie How to Frame a Figg starring Don Knotts.

Quinn was also the father-in-law of Bob Newhart. He is the father of Newhart's wife, Virginia Quinn Newhart.

Quinn died at the age of 81 in Camarillo, California of natural causes.

The film opens with a mysterious person chasing a student, Martha Sayers (Terry Lumley). The same day, the police and her sister Elizabeth (Pamela Franklin) find her hanged in her room. Hollis Figg is an earnest if not too bright man whose devoted friend is a local sanitation worker, and whose girlfriend is the equally earnest Ema, a pretty waitress at the diner across the street from City Hall, where Figg works as an accountant. When the Mayor, his staff, and Mr. Spaulding, the richest man in town, decide they need more cover for their shameless skimming from the city's coffers, they fire two of the three accountants in the basement and replace them with a computer named LEO (Large-Capacity Enumerating Officiator), keeping Figg whom they deem the dimmest of the three to run the computer that he barely comprehends. When Figg unexpectedly (and quite accidentally) stumbles upon discrepancies in a road works budget, they promote him to the "third floor," distract him with a new Cadillac and a sexy assistant (Yvonne Craig) who is able to manipulate him into signing any form or check that she places on his desk. Of course the curvaceous secretary doesn't sit too well with Ema, either.
