Jack Issel (Judge Reinhold) is a natural-born slacker who has just graduated from business school and joined I.N.C., a large American corporation based in Chicago. On his trip up the corporate ladder, he sees the dirty underside of the corporate world and how it corrupts people. His two mentors, the stuffy and buttoned up chief financial officer Scott Dantley (Michael O'Donoghue) and the chief operating officer Bob Nixon (Ron Frazier), in fact, show him first-hand how to cheat and blackmail one's way to the top. Jack is further aided by his personnel officer Max Landsberger (Richard Masur) who tells Jack that money and power come before people in the corporate world. Jack's supervisor and the public relations vice president, Jane Caldwell (Jane Seymour), also tells Jack exactly the same thing as Jack learns that Jane is a shady vixen who's hell-bent on sleeping her way to the top by seducing every man she meets to get ahead in what she sees as a man's world.

Paul and Mary Bland are a wine dealer and a nurse, respectively, who bemoan their low status in life and dream of opening a restaurant. An exceptionally prudish couple, they sleep in separate beds and disapprove of sex, except for "a little hugging and kissing". After Paul is fired from his job at a wine shop, the couple are left relatively penniless and the chances that they will ever realize their dream quickly diminish. Their plight is exacerbated by the fact that they live in an apartment building that is a regular site of swinger parties.

A stranger on horseback rides into the isolated mining town of Lago. Three gun-toting men follow him into the saloon, taunting him to fight. When they follow him to the barbershop and begin threatening him, the Stranger quickly dispatches the three with little effort. Impressed with this performance, a dwarf named Mordecai, who works in the barbershop, befriends the Stranger. A woman named Callie Travers arranges to bump into the Stranger in the street, claiming loudly it was his fault. When she slaps the cigar from his mouth while insulting him, he drags her into the livery stable and has sexual relations with her in a very rough and aggressive manner (the scene is initially depicted as a rape, but by its end, the woman has clearly given her consent, as she is portrayed as an active, and seemingly enthusiastic participant in the act). Next, the Stranger rents a room at the hotel but declines to give a name to the hotelier. That night, he dreams about a man being brutally whipped. In the morning he returns to the barbershop for a bath. Callie Travers shoots at him after he is in the tub; inexplicably, he remains uninjured.

In 1890, all of New York City is excited because widowed, brassy Dolly Levi is in town ("Call On Dolly"). Dolly makes a living through matchmaking and numerous sidelines ("Just Leave Everything to Me"). She is currently seeking a wife for grumpy Horace Vandergelder, the well-known "half-a-millionaire", but it becomes clear that Dolly intends to marry Horace herself. Dolly travels to Yonkers, New York to visit Horace. Ambrose Kemper, a young artist, wants to marry Horace's weepy niece, Ermengarde, but Horace opposes this because Ambrose's vocation does not guarantee a steady living. Horace, who is the owner of Vandergelder's Hay and Feed, explains to his two clerks, Cornelius Hackl and Barnaby Tucker, that he is going to get married because "It Takes a Woman" to cheerfully do all the household chores. He plans to travel to New York City to propose to Irene Molloy, who owns a hat shop there. Dolly arrives in Yonkers and sends Horace ahead to the city. Before leaving he tells Cornelius and Barnaby to mind the store.
