Billy Dickson is an American cinematographer and television director.

As a cinematographer he is best known for his work on the television series Ally McBeal, for which he was nominated for two Primetime Emmy Awards for Outstanding Cinematography for a Single-Camera Series in 2001 and 2002. He was also a cinematographer for numerous television films and photographed the television series The Big Easy, Hidden Hills and 12 Miles of Bad Road.

As a television director, he directed episodes of Ally McBeal, One Tree Hill and the reality series Majors & Minors. In 2008, Dickson created the internet television series IQ-145, starring Thomas Dekker and Lindsey McKeon. Dickson also directed, edited, photographed and wrote all the episodes for the series.

On October 31, 1989, Michael Myers and his niece Jamie Lloyd (Danielle Harris) have been abducted by a mysterious stranger in black at the Haddonfield Police Station. Six years later, teenager Jamie (J. C. Brandy) has been impregnated and her baby is born on Halloween Eve. The baby is taken away by the "Man in Black" who appears to be the leader of a Druid-like cult. Later, a midwife (Susan Swift) helps Jamie escape with her baby and is soon killed by Michael (George P. Wilbur). Jamie and her baby flee in a stolen pickup. Stopping briefly at a deserted bus station, Jamie makes a call to a Haddonfield radio station to warn them that Michael is about to return home, only to be ignored by the radio D.J. Barry Simms (Leo Geter) who is doing a broadcast on the Haddonfield murders.

Thomas J. Watts (Mitch Pileggi) – a former cop turned psychotic killer, has been released from the prison and assassinates the mayor. Police officer Shawn McCormick (Susan Norman) confronts the masked Watts holding the next mayor hostage at gunpoint. She shoots Watts, who flees. Shawn finds the handgun used in the murder and hides it, not knowing what to do. The city's new mayor demands the gunman be found, but his fellow councilmen reprimand him for disarming the police and setting up the cryo-prison where the inmates "sleep away" their sentences and emerge the same people as before.

During Lisa (Linda Blair) and her friend Kathy's (Donna Wilkes) vacation at her parents home in the snowy mountains, a group of punks break in to rob them. The gang murder the family until only Lisa is left alive.
