In 1995, John Connor is ten years old and living in Los Angeles with foster parents. His mother Sarah Connor had been preparing him throughout his childhood for his future role as the leader of the Human Resistance against Skynet, but was arrested after attempting to bomb a computer factory and imprisoned at a mental hospital under the supervision of Dr. Silberman. Skynet sends a new Terminator, designated as T-1000, back in time to kill John. The T-1000 is an advanced prototype composed of a mimetic polyalloy that allows it to take on the shape and appearance of almost anything it touches, and transform parts of its anatomy into knives and other stabbing weapons. The T-1000 arrives under a freeway, kills a policeman and assumes his identity. Meanwhile, the future John Connor has sent back a reprogrammed T-800 (Model 101) Terminator to protect his younger self.

Harry Tasker leads a double life, performing covert missions for the U.S government under a counter-terrorism task force called "The Omega Sector" using the cover of a traveling computer salesman. Albert "Gib" Gibson and Faisal assist him in these missions under the command of Spencer Trilby. However, Harry's wife, Helen, and his daughter, Dana, believe he is a boring computer salesman who does a lot of "corporate" travel. Harry's latest mission in Switzerland reveals the existence of a Persian terrorism organization group known as the Crimson Jihad, led by Salim Abu Aziz. Harry suspects that antiques dealer Juno Skinner has ties to Aziz. After visiting her, Harry is chased by Aziz's men through a shopping mall and a large hotel, meanwhile missing the birthday party that his wife and daughter have arranged for him.

On May 12, 1984, two beings from the year 2029 arrive in Los Angeles: one is a Terminator T-800 Model 101, a cyborg assassin programmed to kill a young woman named Sarah Connor; the other is Kyle Reese, a soldier sent to protect her from the T-800. After the Terminator kills a gang member, a gun-shop manager, the two other women named "Sarah Connor" listed in the telephone directory, Sarah's roommate Ginger, and her partner, it tracks its target to the Technoir, a nightclub. Kyle arrives and saves Sarah from the Terminator. The two steal a car and escape, while the Terminator steals a police car and pursues them.

One night at a bar, a working-class woman, Sarah Tobias (Foster), is gang raped by several drunk bar patrons, while drunken onlookers cheer them on. The assistant district attorney, Kathryn Murphy (McGillis), who is assigned to the rape case wants to drop the case. After a heated argument, she is admonished by her superior to enter a plea bargain with the rapists requiring some jail time. In 1991, Thomas Hardy (Bruce Willis), a Pittsburgh Police homicide detective, has just broken the Blue Code of Silence by informing on his partner and cousin, Jimmy Detillo (Robert Pastorelli), for using excessive force on a suspect. He attends the Policemen's Ball with his father, Vince Hardy (John Mahoney). However, the ball is postponed after a police scan goes out indicating a serial killer nicknamed the Polish Hill Strangler has been spotted on the 31st Street Bridge. While pursuing the killer, Tom gets into an accident and is knocked unconscious. When he regains consciousness, he learns his father has been shot dead and the killer has escaped. Police make an arrest based on the testimony of Chick Chicanis (Gareth Williams). Meanwhile, rather than go to prison, Jimmy climbs to the top of the 31st Street Bridge and jumps off. His body is never found.
