Charles Cyphers (born July 28, 1939) is an American actor who has starred in many films and on television. He is known in the horror movie community for his work in the films of John Carpenter, especially his role as Sheriff Leigh Brackett in Carpenter's 1978 hit horror movie Halloween. He reprised this role in the 1981 sequel Halloween II. He is not related to actor Jon Cypher, alongside whom he played in Hill Street Blues.

Stuart Davis (David Hedison), running against the Vice-President, plans a trip to the Balkans to negotiate the release of American servicemen being held hostage by terrorists. Before he leaves, he receives a disk documenting evidence that the Vice-President has been trying to revive the American economy by causing a war in the Balkans. He announces his plans at Washington Dulles International Airport to show it to both sides in the hopes of ending the situation. He boards Concorde flight 209 to Paris along with some Air Force Officers and news employees. Unexpected Secret Service agents turn up and board the Concorde. After takeoff, the secret service agents led by Barry Rogers (Michael Dorn) shoot an Air Force officer and his men hijack the Concorde in mid-flight. Rogers takes Stuart Davis and the others hostage and forces him to hand over the disk in order to prevent the war being averted. In the cockpit, Rogers announces to the Dulles International Airport air traffic controller that the agents are armed with a nuclear device and threaten to crash the Concorde into Paris.

As a 17-year-old orphan, Henri Young (Kevin Bacon), steals $5.00 from a grocery store to feed himself and his little sister, both of whom are destitute. He is apprehended by the store clerk, and his sister is sent to an orphanage. Because that grocery store also housed a U.S. Post Office his crime becomes a federal offense. Young never sees his sister again and is sentenced to Leavenworth Penitentiary, Kansas. After later being transferred to Alcatraz, he participates in an escape attempt with two other prisoners.

In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Her former partner, Wes Luger (Samuel L. Jackson), takes the case in an attempt to avenge her death. As part of the terms for letting Luger taking the case, psychotic burned-out narcotics agent Jack Colt (Emilio Estevez) is assigned to the case with Luger. Under the advice of their captain (Frank McRae), they meet Dr. Harold Leacher (F. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

Former Las Vegas showgirl Rachel Phelps (Margaret Whitton) has inherited the Cleveland Indians baseball team from her deceased husband. Phelps has received a lucrative deal to move the team to Miami, and she aims to trigger the escape clause in the team's contract with Cleveland if season attendance falls below minimum levels. To do this, she fires most of the existing players and has her new General Manager Charlie Donovan bring in new ones from a list of aging veterans and inexperienced rookies, hoping to make the worst team ever that would certainly cause attendance to decline. The movie is about the final nine months of Gary Gilmore's life. In April 1976, Gilmore, 35, was released from prison after serving 12 years for robbery in Indiana. He was flown to Utah to live with Brenda Nicol, a distant cousin of his who tries to help him find work. Gilmore soon meets and becomes romantically involved with Nicole Baker, a 19-year-old widow with two young children. Despite his efforts to reform himself, Gilmore's self-destructive behavior leads to him getting into fights, stealing items from stores and abusing drugs. After Nicole breaks up with him, he murders two men in two separate robberies. Gilmore is turned in by his cousin and is sentenced to death. Gilmore becomes a national media sensation after he fights to have his execution performed as soon as possible. On January 17, 1977, Gilmore is executed by the method he chose, firing squad, making him the first person to be judicially executed in the United States since Luis Monge died in the Colorado gas chamber June 2, 1967.

On October 31, 1978, picking up immediately after the events of the first film, Laurie Strode (Jamie Lee Curtis) is rushed to the hospital after being attacked by Michael Myers (Dick Warlock), who disappeared after being shot six times and falling from a second story balcony. Dr. Loomis (Donald Pleasence) attempts to track down Michael. After escaping, Michael steals a butcher knife from the house of an elderly couple and kills the next door neighbor, who came outside to investigate the neighbor's scream. He later learns of Laurie's location from a radio broadcast and makes his way to Haddonfield Memorial Hospital. Laurie begins having flashbacks of being adopted by the Strodes and visiting a boy in a mental institution. However, her sedation leaves her in a semi-conscious state most of the time. Paramedic Jimmy (Lance Guest) begins to develop romantic feelings for Laurie, despite the chagrin of the head nurse Mrs. Alves (Gloria Gifford), who is trying to get Laurie to rest comfortably. Dr. Loomis and Sheriff Brackett (Charles Cyphers) continue to search for Michael, only for an oncoming speeding police car to accidentally hit and kill Bennett Tramer (who was wearing a mask similar to Michael's) in the process.

As the Californian coastal town of Antonio Bay is about to celebrate its 100th anniversary, paranormal activity begins to occur at the stroke of midnight. Town priest Father Malone is in his church when a piece of masonry falls from the wall, revealing a cavity containing an old journal, his grandfather's diary from a century ago. It reveals that in 1880, six of the founders of Antonio Bay (including Malone's grandfather) deliberately sank and plundered a clipper ship named the Elizabeth Dane. The ship was owned by Blake, a wealthy man with leprosy who wanted to establish a leper colony nearby. Gold from the ship was used to build Antonio Bay and its church.
