On November 4, 1979, Iranian activists storm the United States embassy in Tehran in retaliation for President Jimmy Carter giving the Shah asylum in the U.S. during the Iranian Revolution. More than 50 of the embassy staff are taken as hostages, but six avoid capture and hide in the home of Canadian ambassador Ken Taylor. With the escapees' situation kept secret, the U.S. State Department begins to explore options for exfiltrating them from Iran. Tony Mendez, a U.S. Central Intelligence Agency exfiltration specialist, is brought in for consultation. He criticizes the proposals, but is at a loss when asked for an alternative. While on the phone with his son, he is inspired by watching Battle for the Planet of the Apes and begins plans for creating a cover story for the escapees: that they are Canadian filmmakers who happened to be in Iran scouting exotic locations for a similar science-fiction film.

Zeus, a Labrador Retriever and a former police dog, has lost his bark after his barking ended up blowing off a five-year investigation and his partner can't shoot straight again and ends up at the pound. He is adopted by George Bannister as both an early Christmas present and as a good guard dog for the house, but the mom is hesitant and didn't want a dog. The dog is left home alone on Christmas Eve when the family head off to visit Grandma's house. A pair of burglars, Ted Stein and Stewey McMann break into the family home, and it is up to Zeus to save Christmas for his new family by setting up booby traps to stop them. Zeus soon gets caught by the burglars and they muzzle him and continue to rob the house. Zeus escapes while Ted and Stewey continue to rob the house. Zeus gets chased through the house by Ted and Stewey until Stewey accidentally pepper sprayed himself. Ted then takes out a tranquilizer gun and tries to shoot Zeus but gets Stewey instead knocking him out. Ted tries to escape the house (with Stewey who's still knocked out) but Zeus finishes them off for good by dropping a chandelier on them, knocking the two robbers out. The movie opens with Mystery, Inc. being pursued by a moat monster. After an accident with Scooby-Doo (Scott Innes), he is caught and revealed to be a counterfeiter. This is actually an old case of the now-dissolved Mystery, Inc., who went their separate ways because they were frustrated with their mysteries having all involved mere crooks in monster costumes, as told on a talk show program by Daphne Blake (Mary Kay Bergman), who now, along with Fred Jones (Frank Welker), is running a successful TV series Coast to Coast with Daphne Blake, which involves her and Fred going to historic and inspiring places all across the country. For the show's upcoming second season, Daphne intends to visit haunted and mysterious places and track down real ghosts. When Daphne confesses on air that she misses the gang and that she wishes they were with her, Fred arranges a reunion and contacts Velma Dinkley (B.J. Ward), who has gone on and become the proprietor of a mystery bookstore, and Scooby and his owner Shaggy Rogers (Billy West), who have been bouncing from job to job, including working in customs at an airport, from which they were just fired after eating all the confiscated imported foods. The reunited gang surprise Daphne on her birthday and they go for a trip to Louisiana for her show.

She's joined by her old goth friend Mo (Megahn Perry), her nerdy brother Brant (Liam Kyle Sullivan), ex-fraternity brother Frijole (Richard Trapp), the cheerleader Kaitlin (Renée Graham) and her dog, and fraternity brothers Chad (Dax Miller) and Biff (Jim Golden).
