L'histoire se déroule cinq ans après les événements de Sharknado 3. La tempête porteuse de requins tueurs est de retour et la cible des squales est à présent Las Vegas. Toute la famille Shepard, enfin réunie, va devoir unir ses forces pour en venir à bout.

Dewey Cox begins his quest for stardom in Springberry, Alabama in 1946. While playing with his brother Nate, Dewey accidentally cuts his brother in half at the waist with a machete. This leads Dewey's father to frequently repeat the phrase "The wrong kid died" throughout the film. The trauma causes Dewey to lose his sense of smell – "you've gone smell blind," states Dewey's mother. After his brother's death is announced by a physician making a housecall, Dewey's mother sends him to the local store to buy some butter and a candle. Motorcycle racer Bud Clay undertakes a cross-country drive, following a race in New Hampshire, in order to participate in a race in California. All the while he is haunted by memories of his former lover, Daisy. On his journey he meets three women, but Bud seems to be a lost soul, and he's unable to form an emotional connection with any of them. He first meets Violet at a gas station in New Hampshire and convinces her to join him on his trip to California. They stop at her home in order to get her clothes, but he drives off as soon as she enters the house.

In the beginning chapter, "Serra Pelada", men from Serra Pelada (a gold mine in Brazil) are seen carrying bags of dirt up to a destination. In the middle of the chapter, various shots outside of Serra Pelada are shown. Near the end of the chapter, a few men are carrying another man who was struck by a falling rock (mentioned in the "Impact of progress" feature on the DVD) uphill along a procession of workers who are carrying dirt filled sacks. After that, several discordant layered exposures of the dirt carriers are shown. The scene cross fades to show the image of a head, with multiple exposures of the same head rapidly rotating and layered upon to give a manifold appearance. This is an apparent allusion to Janus, the god of beginnings, endings and transitions, keeping with the film's central themes of progress and change. After that, the film's title is shown in red.
