Eight years after Harvey Dent's (Aaron Eckhart) death, the Dent Act grants the Gotham City Police Department powers which nearly eradicate organized crime. Feeling guilty for covering up Dent's crimes, Police Commissioner James Gordon (Gary Oldman) writes a resignation speech confessing the truth but decides not to use it. Batman has disappeared, and Bruce Wayne (Christian Bale) has become a recluse. Cat burglar Selina Kyle (Anne Hathaway) obtains Bruce's fingerprints from his home, kidnaps a congressman, then disappears. Selina hands Bruce's fingerprints to Phillip Stryver (Burn Gorman), an assistant to Bruce's business rival John Daggett (Ben Mendelsohn), in hope of having her criminal record erased. Stryver double-crosses Selina, but she uses the congressman's stolen phone to alert the police to their location. Gordon and the police arrive to find the congressman, and then pursue Stryver's men into the sewers while Selina flees. A masked militant named Bane (Tom Hardy) captures Gordon. Gordon escapes and is found by John Blake (Joseph Gordon-Levitt), a once-orphaned patrol officer who has deduced Batman's true identity from their similar backgrounds. In 1300 BC, Moses, a general and member of the royal family, prepares to attack the Hittite army with Prince Ramesses. A High Priestess of Sekhmet (the war goddess) divines a prophecy from animal intestines, which she relates to Ramesses' father, Seti I. Moses is stunned at the revelation and leaves angrily. However, two Hebrews also overhear Nun's story and report their discovery to Hegep.

Complicating matters, Dicky, a former boxer whose peak of success was going the distance with Sugar Ray Leonard in 1978 (before Leonard became a world champion), has fallen apart since then, becoming addicted to crack cocaine. He is now being filmed for an HBO documentary he believes to be about his "comeback".

In August 1884, Dan Evans (Bale) is an impoverished rancher and Civil War veteran. He owes money to Glen Hollander (Loftin) and when he fails to pay, two of Hollander's men set his barn on fire. The next morning, as Evans and his two sons drive their herd, they stumble upon outlaw Ben Wade (Crowe) and his gang who are using Evans' cattle to block the road and ambush an armored stagecoach staffed by Pinkerton agents. As Wade loots the stage, Wade discovers Evans and his two sons watching from the hills. Acknowledging that they pose no threat to him and his gang, Wade takes their horses telling Evans that he will leave them tied up on the road to Bisbee.
