In Paris the beautiful divorcée Rosalie spends time with César, a coarse but good-hearted scrap merchant. At a wedding she sees her first love David, a shy graphic artist. Despite the efforts of César to stifle the renewed relationship, David and Rosalie run away to Sète on the Mediterranean. Distraught at being abandoned, César tracks them down and offers Rosalie her family's old holiday home on the island of Noirmoutier in the Atlantic, which he has bought. She accepts and all her family come to spend the summer there, but she falls into depression. In an effort to rally her, César goes to find David and persuades him to join them. This well-intentioned ploy backfires because Rosalie then runs away. Left together, the two rivals become good friends. A year later they are enjoying lunch when a taxi draws up and out steps Rosalie.

Under the command of Dr. Freedom, the crass superhero Mr. Freedom (John Abbey) goes to France to stave off the advances of the mysterious French Anti-Freedom (FAF) organization. He joins forces with the femme fatale Marie-Madeleine to lead his own anti-communist Freedom organization. The Freedom mission is complicated by the machinations of communist foes — the Stalinist Moujik Man and the ferocious Maoist Red China Man (portrayed as a giant inflatable dragon). France, refusing to see the FAF as a threat, rebuffs Freedom, leading to an escalation of Cold War tactics. In the end, betrayed, Mr. Freedom destroys himself trying to save the "unappreciative" nation.

After a heated argument with Julius Caesar over his lack of faith in the Egyptian people, Queen Cleopatra enters into a bet claiming that she can have a magnificent palace constructed for him in Alexandria within three months. She gives this enormous task to her best architect Edifis (despite his shortcomings), informing him that he will be covered with gold if he succeeds or thrown to the crocodiles if he fails. Following a car accident, Paul Wagner suffers a head injury he is struggling to recover fully and can not manage his business of trading of champagne. Christine Belling takes advantage of the situation to try to sell the company, which Paul refuses to accept. Murders are committed: it is likely that Paul is the culprit. He then approaches Christine for her support. But she uses the situation to make Paul agree to the sale. Paul is the prime suspect in the eyes of investigators (who never actually make an appearance), due to brain damage suffered in an earlier accident and assault. Jacqueline, Christine Belling's secretary, is at the heart of this case, observing everything. Jacqueline is related to Christopher, husband of Christine. The dénouement is slightly Hitchcok-like, but the film's humour is meaner, and the view of humanity it fosters is bleaker.

The film begins with a pre-credits sequence of Secret Agent OSS 117, Colonel Hubert Bonisseur de La Bath (Frederick Stafford) chased by two cars containing enemy agents. OSS 117 manages to blow up both of the vehicles and escape by helicopter. He discovers that his unsuccessful assignment was to obtain information from an agent who had been killed providing information about a mysterious criminal organisation called "The Organisation". OSS 117's superior, Mr Smith briefs him that The Organisation has informed the U.S. State Department that they have a missile that can strike its target undetected and demand $100 Million Dollars as extortion to not use the weapon. As undeniable proof on their intentions and capabilities, they have destroyed an American military base somewhere in Asia presumably with a nuclear weapon.
