L'histoire se déroule en 1770, sur une île bretonne. Marianne, une artiste peintre, se voit chargée par une comtesse de réaliser le portrait de sa fille Héloïse. Cette dernière est fiancée à un Milanais, et ce portrait doit permettre de conclure l'union. Héloïse, qui ne désire pas se marier, refuse de poser. Fred Bartel a eu la « bonne idée » de domicilier son agence de communication Happy Few à La Courneuve en Seine-Saint-Denis, pour obtenir des aides et des exonérations d'impôts. Cependant la véritable agence est située en plein cœur de Paris. Lorsque des contrôleurs fiscaux découvrent la supercherie, Fred subit un chantage : payer une énorme amende ou aller réellement s'installer à La Courneuve. Il y est contraint faute de liquidités et part avec ses salariés, tous apeurés par cette « terre inconnue ». Là-bas, Fred et son équipe vont rencontrer Samy, un jeune de banlieue qui se propose de leur apprendre les codes de ce nouvel environnement. À nouveau harcelé par les agents du fisc, il est même obligé d'embaucher dans l'urgence trente pour cent de personnel parmi les jeunes de banlieue. Pour éviter quelques désagréments avec ses voisins, il se livre même à quelques petits arrangements.

En 2015, suite à la victoire du parti Syriza aux élections législatives grecques, le nouveau ministre des finances Yánis Varoufákis a pour mission de négocier une révision du Memorandum of Understanding signé par le gouvernement précédent avec les institutions européennes et internationales et de sortir ainsi son pays d’une grave crise de la dette. Sivadhasan (Antonythasan Jesuthasan), is a Tamil Tiger soldier during the last days of the bloody Sri Lankan Civil war. After the armed conflict resolves, his side loses and he is forced to move to a refugee camp. There he decides to move to France to take a fresh chance at life. However, in order to secure political asylum, he requires a convincing cover story. He is given the passport of a dead man, Dheepan, and pairs with people he barely knows posing as his family. Along with his supposed wife, Yalini (Kalieaswari Srinivasan) and his supposed 9-year-old daughter, Illayaal (Claudine Vinasithamby) they get on a ship bound for Paris. Upon arrival, he lands a job as a resident caretaker and starts building a new life in a housing project in Le Pré-Saint-Gervais, a northeastern suburb of Paris, which turns out to be another conflict zone for him.

Marieme (Karidja Touré) is a 16-year-old African-French teenager living in a poor Paris suburb. Refers to miniseries version. Ilich Ramírez Sánchez—who adopts the code name of "Carlos" early in the film—is a grim and elusive Venezuelan Marxist terrorist whose life is tracked as he executes dozens of assassination plots, abductions and bombings across Europe and the Middle East in the cause of Palestinian liberation. The film follows notorious musician Serge Gainsbourg's exploits from his upbringing in Nazi occupied France through his rise to fame and love affairs with Juliette Gréco, Brigitte Bardot and marriage to Jane Birkin to his later experimentation with reggae in Jamaica.
