A would-be dictator and scientist, known only as The Phantom Ruler, has developed a formula which, when sprayed on some solid object, renders that object and everything it contains invisible when exposed to rays emitted by a special lamp, also his own invention. Covered from head to toe in formula-treated cloth, he thus moves about unseen, presently with the objective of stealing enough money and formula components to render an entire army of willing followers invisible. Two henchmen assist him, along with several illegal aliens smuggled into the US by him and used to infiltrate, as employees, possible sites for him to later rob while invisible. When he successfully robs a bank vault, an investigator from the bank's insuror teams up with a woman police detective to solve the mystery of the money which to all outside appearances has just vanished. Tracking clues and interrupting other attempts by the Phantom Ruler to commit crimes, the protagonists round up enough evidence that they are not merely dealing with an ordinary crime ring. Eventually they discover the invisibility fluid and lamp, and the Phantom Ruler is killed when he trips over an open high-power electric cable he had laid on the floor of his den to do in the forces of law and order closing in upon him.

A college professor is working on a long-term scientific experiment when a baseball comes through the window, destroying all of his glassware and spilling the fluids that the flasks and test tubes contained. The pooled fluids combine to form the (fictitious) chemical "methylethylpropylbutyl," which then covers a large portion of the baseball. The professor soon discovers that the fluid, along with any object with which it makes contact, is repelled by wood (cf. Alexander Fleming's serendipitous discovery of penicillin).

Maisie Ravier (Ann Sothern) is moving from Los Angeles to begin a job selling bubble baths in New York. When she is about to go on a train across the country at the station, she bumps into kindly Mrs. Andrew Lorrison (Nella Walker). Mrs. Lorrison offers to drive Maisie to New York, as her husband, in New York already, needs the family car. Maisie accepts. Mrs. Lorrison also tells Maisie that her husband built a secret compartment in the car into which they should place all their valuables just in case they are held up along the way. Maisie places all her jewelry and her wallet into the compartment. After only a short drive, they pull off at a gas stop. Maisie goes inside the diner to pick up some food, and Mrs. Lorrison says she will get some gas in the interim. While Maisie is inside the diner, Mrs. Lorrison, really a grifter, takes off with Maisie's bags, her wallet and her jewelry, leaving Maisie stranded. When Maisie accurately and thoroughly describes Mrs. Lorrison to the police, Lieutenant Paul Scott (Barry Nelson) from the Los Angeles Police Department's bunco squad is very impressed at her observation skills. He believes Maisie would be a great asset to the squad because of her observation skills and the fact that most con artists would not suspect someone like her of being a police officer. Paul convinces his boss, Captain Mead (Charles D. Brown), to place Maisie in police training as he wants to use Maisie as an undercover agent to solve some of their unsolved frauds around the city.

Told in flashback, the film recounts how gambler Harry Lane (Castle) ended up accused of murder: Returned from the war he took up his old job working for bookmaker Marty Floyd (Keane). Dispatched by his boss to deliver $20,000 to a contact in Las Vegas, he foolishly loses some of the money at the gambling tables, then loses the rest of it to a conman (Gaines). His attempts to recover the money result in him accidentally killing the conman. In the end Lane is cleared when it is revealed that the victim was no victim after all.
