Usually a law officer is a figure of trust in a small community. Unfortunately for the residents of a small Montana town, Lou Ford is an exception. On the remote Petrie's Island off the east coast of Ireland, farmer Ian Bellows goes missing and his wife contacts the local constabulary. Constable John Harris goes looking for him and finds him dead in a cave without a single bone in his body. Jonathan Drake (Eduard Franz), a university professor specializing in the occult, is summoned to the home of his brother, Kenneth Drake (Paul Cavanagh), when a family curse threatens Kenneth's life. Jonathan Drake arrives too late to save his brother from a violent death and subsequent decapitation before his burial. The curse is the work of Dr. Emil Zurich (Henry Daniell), a Swiss agent who was a member of Jonathan Drake's ancestor's exploration party two hundred years previously. Zurich was captured, thus forcing Captain Drake to lead a rescue party into the jungle. Drake's party massacres the tribe (save for the tribal witch doctor Zutai (Paul Wexler), only to find that Zurich has been beheaded. Zutai is assisting the miraculously resurrected Zurich in his pursuit for revenge and supernatural destiny against Captain Drake's male descendants. Zurich and Zutai lay their plans to murder and behead Jonathan Drake, which will end the curse on the Drake family.

The story begins with a newsreel summing up the gangster life of John Dillinger in detail. At the end of the newsreel, Dillinger's father (Victor Kilian) walks onto the stage and speaks to the movie audience about his son's childhood back in Indiana. He talks of John’s childhood as having been ordinary and not very eventful, but concedes that his son had ambitions and wanted to go his own way. The young Dillinger left his childhood town to find his fortune in Indianapolis, but soon ran out of money. The scene fades to a restaurant, where he is on a date and finds himself humiliated by the waiter who refuses to accept a check for the meal; unable to pay for the meal, he excuses himself, runs into a nearby grocery store and robs it for $7.20 in cash. He makes the clerk at the store believe he has a gun in his hand under the jacket.

Singing cowboy Gene Autry (Gene Autry) and his fellow ranchers in Whippasaw are outraged to learn that the purchasing agent for the Grantley B. Johnson Packing Co., Thomas McCoy (Edmund MacDonald), is only offering them $65 per head of cattle. Unknown to the ranchers, McCoy is a gambler in debt to a bookie who sent his henchmen Horace Dunston and the Pigeon to ensure that McCoy pays up. McCoy plans to raise the money by pocketing the difference between what he is offering the ranchers and what the packing company sent him. Gene encourages the ranchers to stick together and wait while he travels to the city to speak directly with the packing company owner, Grantley B. Johnson (Thurston Hall).
