Frank Warner Capra (March 20, 1934 – December 19, 2007), known as Frank Warner, Jr., was an American studio executive. He was one of the three children of film director Frank Capra and his second wife, Lucille. His own son, Frank Capra III, is an assistant director.

Capra, Jr. was president of EUE Screen Gems Studios in Wilmington, North Carolina, and a member of the North Carolina Film Council. He entered show business, becoming a television and film producer.

Andy McGee (David Keith) met his future wife, Vicky Tomlinson (Heather Locklear), in college while they were earning money by participating in an experiment in which they were given a dose of a low-grade hallucinogen called LOT-6. The experiment grants Vicky the ability to read minds; Andy can make people do and believe what he wants, but the effort gives him nosebleeds (the novel revealing them to be "pinprick" hemorrhages). Andy and Vicky went on to get married, and they now have a nine-year-old daughter named Charlene "Charlie" McGee (Drew Barrymore), who can start fires with very little effort.

Told as a flashback to the early 21st century with a wraparound sequence narrated by the orangutan Lawgiver (John Huston) in "North America - 2670 A.D.", this sequel follows the ape leader, Caesar (Roddy McDowall), years after a global nuclear war has destroyed civilization. In this post-nuclear society, Caesar tries to cultivate peace between the apes and the surviving humans. A gorilla general named Aldo (Claude Akins), however, opposes this and plots Caesar's downfall. Tom Sawyer and Huckleberry Finn play hooky from school and have a plan to revive a dead cat with the spirit of a man named Hoss Williams who is on his death bed. Sawyer and Finn talk with Muff Potter, the town drunk, but are interrupted when Injun Joe says that Doc Robinson wants to see them. Muff and Joe meet Robinson and he informs them that they have a job to dig the grave of Williams. Joe is angry that Robinson didn't fix his leg correctly. Meanwhile, Tom continues to skip school and comes up with fantastic stories about why he's not home for dinner, where he tricks the children of the town to do his punishment chores for him.

The opening titles set the film in "North America – 1991." Armando (Ricardo Montalbán) explains that in 1983 (ten years after the end of Escape from the Planet of the Apes, which was set two years ahead of its theatrical release date), a disease killed the world's cats and dogs, leaving humans with no pets. To replace them, humans began keeping apes as household pets. Realizing the apes' capacity to learn and adapt, humans train them to perform household tasks. By 1991, American culture is based on ape slave labor (just as Cornelius described would happen in the previous film). It is also suggested that the North America of the 1990s is at least partly a police state, as apes and humans are being watched at all times.
