Barney Gorman (Tony Danza) works hard as a garbageman, but his career indirectly embarrasses his family. All the Philadelphia Eagles' coach wants to do is impress the football fans in Philadelphia, but having a team that lacks success makes that hard for them. But one day, when Barney and his friend are picking up garbage, Barney takes out his frustration and kicks a water jug at the city dump, which also happens to be a scouting location for the Eagles to buy land in order to build a new stadium, and the owner is present. The jug goes so far, that the Eagles' coach sees and asks Barney to be their new kicker, which the owner feels is an excellent publicity stunt in "giving an average Joe a shot at the NFL".

Thurgood Jenkins and his friends Brian and Scarface are forced into selling marijuana stolen from the lab where Thurgood works as a "master of the custodial arts" (janitor). They do this in order to bail their friend Kenny out of jail for $100,000 after he accidentally kills Buttercup, a diabetic police horse, by feeding it junk food. Their business, named Mr. Nice Guy in honor of their good-natured incarcerated friend, becomes immensely popular, even attracting famous clientele. Thurgood's personal life is ruined once his adamantly anti-drug girlfriend, ironically named Mary Jane Potman, discovers that he is Mr. Nice Guy.

Harriet M. Samantha Caine (Geena Davis) is a schoolteacher in the small town of Honesdale, Pennsylvania, with her boyfriend Hal (Tom Amandes) and her daughter Caitlin (Yvonne Zima). Eight years earlier, she was found washed ashore on a New Jersey beach, pregnant with Caitlin and totally amnesiac. Having never remembered her real name or any part of her life from before that day, "Samantha" has hired a number of private investigators to try to discover her past, the latest being Mitch Henessey (Samuel L. During the Christmas holidays, Samantha is involved in a car accident and suffers a brief concussion, and when she recovers, she finds that she possesses skills with a knife that she cannot explain. Billy Madison is the 27-year-old heir to a Fortune 500 hotel company that his father, Brian, has created. The film begins in a large garage structure, where Cpt. Proctor (Lance Kinsey) and Commandant Mauser (Art Metrano) meet up with former Police Academy cadets, (now Sgts.) Chad Copeland (Scott Thomson) and Kyle Blankes (Brant van Hoffman). It seems one of the two Police Academy schools is getting the axe due to the state government's unwillingness to finance two academies, and Mauser wants Copeland and Blankes to make sure Lassard screws up. The men agree to the plan, knowing this may be their only chance at revenge at Lassard for (somewhat deservingly) graduating them at the bottom of their class.
