Xavier Quinn (Denzel Washington) is the chief of police on a small, unnamed Caribbean island (the novel was set on the fictional island of St. Caro). When Donald Pater, the millionaire owner of a luxury resort hotel, is found murdered, everyone assumes that the culprit is Maubee (Robert Townsend), a petty crook who also happens to be Quinn's best friend. Quinn doesn't believe it and clashes with the local bureaucracy: Thomas Elgin (James Fox), an arrogant political fixer, and the island's underqualified governor (Norman Beaton). Quinn's worries over the murder exacerbate his troubles at home; he is estranged from his wife, Lola (Sheryl Lee Ralph), and rarely has time to see his son.

Daryl Poynter is a successful but self-destructive Philadelphia real estate salesman who is addicted to cocaine. He embezzles $92,000 of his company's money from an escrow account and then loses $52,000 to his addiction and the stock market. Waking up one morning next to a girl who suffered a heart attack from a cocaine overdose, he tries to cover up the drug use, but the police make it clear that they know what happened. There is also the matter of the company's money. Daryl goes to the airport to try to flee the country but his credit card is declined and he has no cash. His colleague Martin also refuses to put him up for a couple of weeks. Daryl then learns of a drug rehabilitation program which lasts about a month and which guarantees anonymity. He checks in, figuring he can hide out there. While in rehab he meets Craig, a tough but supportive drug rehabilitation counselor. With great difficulty, Craig helps Daryl to realize he is an addict and that his life is complete chaos. He says to him, "The best way to break old habits is to make new ones.

Paul Hackett, a word processor, meets Marcy Franklin in a local cafe in New York. They discuss their common interest in Henry Miller. Marcy leaves Paul her number and informs him that she lives with a sculptor named Kiki Bridges, who makes and sells plaster of Paris paperweights resembling cream cheese bagels. Later in the night, under the pretense of buying a paperweight, Paul visits Marcy, taking a cab to her apartment. On his way to visit Marcy, a $20 bill is blown out the window of the cab, leaving him with only some spare pocket change. The cab driver is furious that he cannot pay, thereby beginning the first in a long series of misadventures for Paul that turn hostile through no fault of his own. At the apartment Paul meets the sculptor Kiki and Marcy, and comes across a collection of photographs and medications which imply that Marcy is severely disfigured from burns on her legs and torso. As a result of this implication, and as a result of a strained conversation with Marcy, Paul abruptly slips out of the apartment.

Eddie Marino (Robert Forster) is a factory worker in New York City. He has a wife named Vickie (Rutanya Alda) and an eight-year-old son named Scott. Eddie's friend and co-worker, Nick (Fred Williamson), and two other co-workers, Burke and Ramon, have formed a secret vigilante group because Nick and the group are fed up with the crime in their neighborhoods. Nick and his group are also tired of the police, because the police always fail to protect people. Nick's "group" has support of various residents of the neighborhood who indirectly help them. In one example, a local thug stalks and chases a young woman to a rooftop of an apartment building where the thug robs and then kills her. An old lady who witnesses the thug says nothing to the police, but points out the thug to Nick and his group the next day. Nick and his friends forcibly grab the thug off the streets and place him in their van and drive away. The thug is later found dead in a vacant lot with all of his arms and legs broken and his head bashed in.

Earl Keese is a low-key, ineffectual, middle-class suburbanite with a wife, Enid, and a teenage daughter, Elaine. Earl's peaceful, dreary life changes when a younger couple, Vic and Ramona, move next door. The new neighbors impose themselves on the Keese household, leaving Earl infuriated with the loud, gung-ho Vic, and flustered by the sly and seductive Ramona. Earl is frustrated by his inability to handle them, and the way that he can never come up with absolute proof that the couple are doing anything wrong on purpose. Enid and Elaine are no help, and over the course of one night, the antagonism between Earl and his new neighbors escalates into suburban warfare. Earl begins to question his sanity, and the sanity of his wife and daughter. He realizes that his new neighbors have provided him with the most excitement he's had in years, and that they can give him a promising future out of suburbia and away from his family. In the film's closing scene, Earl joins Vic and Ramona, leaving his family behind and his house on fire.
