NYPD detective Billy Taggart (Mark Wahlberg) is arrested for the murder of Mikey Tavarez, who was believed to have raped and murdered sixteen-year-old Yesenia Barea but "walked" on a technicality. Chief Carl Fairbanks (Jeffrey Wright), goes to Mayor Nicholas Hostetler (Russell Crowe) with a witness and evidence. Hostetler buries the evidence, and a judge clears Taggart as having shot Tavarez in self-defense. The mayor calls Taggart to his office for a private meeting and calls him "a hero," but still forces him to leave the police.

Sixty-year-old magnate Robert Miller (Richard Gere) manages a hedge fund with his daughter Brooke (Brit Marling) and is about to sell it for a handsome profit. Fame finally catches up with Harry Callahan. His testimony against crime kingpin Lou Janero puts the mobster in prison and Callahan on the cover of San Francisco Magazine as the city's ace crime fighter. Short Eyes is set in an unnamed prison in New York City, whose inmates are predominantly black or Puerto Rican. One day, Clark Davis, a young, middle-class white man accused of raping a young girl, arrive. His fellow prisoners immediately turn on him — pedophiles are considered the lowest form of prison life — except for Juan, one of the institution's older prisoners, who treats him with dignity.
