In 1969 a mysterious man (Robert Redford) arrives at Wakefield State Prison in Arkansas. As an inmate, he immediately witnesses rampant abuse and corruption, including open and endemic sexual assault, torture, worm-ridden diseased food, insurance fraud and a doctor charging inmates for care. Brubaker eventually reveals himself—during a dramatic standoff involving a deranged prisoner who was being held in solitary confinement—to be the new prison warden to the amazement of both prisoners and officials alike.

Short Eyes is set in an unnamed prison in New York City, whose inmates are predominantly black or Puerto Rican. One day, Clark Davis, a young, middle-class white man accused of raping a young girl, arrive. His fellow prisoners immediately turn on him — pedophiles are considered the lowest form of prison life — except for Juan, one of the institution's older prisoners, who treats him with dignity. While Davis insists he doesn't remember raping the girl, he admits that he has molested several other children.

Working as a uniformed patrolman, Frank Serpico excels at every assignment. He moves on to plainclothes assignments, where he slowly discovers a hidden world of corruption and graft among his own colleagues. After witnessing cops commit violence, take payoffs, and other forms of police corruption, Serpico decides to expose what he has seen, but is harassed and threatened by his peers. His struggle leads to infighting within the police force, problems in his personal relationships, and his life being threatened. Finally, after being shot in the face during a drug bust on February 3, 1971, he testifies before the Knapp Commission, a government inquiry into NYPD police corruption between 1970 and 1972. After receiving a New York City Police Department Medal of Honor and a disability pension, Serpico resigns from the force and moves to Switzerland.

The film begins with the disappearance of Pennsylvania executive Tom Gruneman (played by Robert Milli). The police reveal that an obscene letter was found in Gruneman's office, addressed to a prostitute in New York City named Bree Daniels (Jane Fonda), who had received several similar letters from him. After six months of fruitless police work, Peter Cable (Charles Cioffi), an executive at Gruneman's company, hires family friend and detective John Klute (Donald Sutherland) to investigate Gruneman's disappearance.
