James Gerard Devlin (8 October 1907 – 17 October 1991) was a Northern Irish actor who made his stage debut in 1931, and had long association with the Ulster Group Theatre. In a career spanning nearly sixty years, he played parts in TV productions such as Z-Cars, Dad's Army, The New Avengers and Bread. He also guest starred, alongside Leonard Rossiter, in an episode of Steptoe and Son, "The Desperate Hours". The writers of Steptoe and Son - Ray Galton and Alan Simpson - have since revealed that Devlin was second choice to play the part of Albert Steptoe in the series, behind Wilfrid Brambell. He also appeared as Father Dooley, a Catholic priest, in several episodes of Carla Lane's Bread, probably his last television appearance.

His was Vivian Stanshall's personal choice for the role of Old Scrotum, the Wrinkled Retainer in the Charisma Films version of Sir Henry at Rawlinson End, released in 1980.

Two teenage friends, Jimmy (Niall Byrne) and Rose (Lorraine Pilkington) live in the small seaside town of Bray, Ireland. They spend their days wandering the streets and piers. To kill time, Rose and Jimmy make up stories about strangers on the street. One day, while watching people at the train station, a stylish older woman, Renee Baker (Beverly D'Angelo), stands out so imposingly from the dull townsfolk that Jimmy and Rose decide to follow her, infatuated with knowing everything about her. They pursue her to the beach and at last Renee speaks to them. When she looks at Jimmy, he's at once infatuated with this mystifying woman. The film centres around the character of Tom, a young army recruit in an unnamed time and country (presumably World War II-era Eastern Europe) who deserts after an artillery barrage kills his sergeant, in the process blinding a sadistic officer who tries to stop him. He is shell-shocked into muteness and takes refuge with a traveling gypsy caravan, led by Darky (Hoskins). Among the principal members of the clan are Darky's mentally disabled son, Simon, Simon's mother Elle (Wanamaker) who harbors a grudge against Darky, and Darky's only daughter, Jessie (Nathenson), who forms a romantic bond with Tom, eventually becoming pregnant by him. In order to avoid arrest and execution by the army, Tom disguises himself as a "rawney", described in the film as a kind of "magic" madwoman, who (in the gypsy culture) is able to see the future and can control animals. Frightened at first, Darky befriends the "rawney", thinking him or her to be good luck, but soon Darky is revealed to be a flawed leader, unable to protect his clan from war, and beset by family turmoil which is exacerbated by Tom's presence. Throughout the film, the army and the partially blinded officer is a menace, threatening the Gypsies' way of life and those who befriend them. In a moving finale, the army corners the gypsy clan, who manage to hold them off with meager rifles and pistols long enough to enable the young members of the clan, including Tom and Jessie, to escape, at the cost of their own lives.

The plot of Sir Henry at Rawlinson End revolves around attempts to exorcise the ghost of Humbert, the brother of drunken aristocrat Sir Henry (Trevor Howard). Humbert was accidentally killed in a drunken duck-shooting incident whilst escaping trouserless from an illicit tryst. It transpires that Humbert's ghost will not rest until it is supplied with replacement trousers. Until then the ghost walks the corridors of Rawlinson End, often accompanied by that of Humbert's dog Gums which has repossessed its own body, now stuffed and mounted on a trolley.
