The film is about the residents of a small rural town whose inhabitants start to exhibit strange and violent behavior after a small earthquake ruptures the seal on a toxic waste burial site. The toxic material has migrated into the town's local dairy milk supply. Stuart, played by Tim Matheson, and his girlfriend Jennifer, played by Meg Tilly, come to the town to visit her hospitalized mother. The couple begin to notice increasingly odd behavior by several of the townspeople. Although Stuart drinks the local milk, Jennifer does not. As the day progresses, the townspeople and Stuart begin to exhibit signs of violent and extreme sexual behavior. Jennifer visits her friend Margo (Amy Stryker) where she observes evidence that she broke her son's arm. When Jennifer tries to leave in her car, she can't because the kids have slashed her ties. When she tries to leave in Margo's car, the kids trap her in the garage and set it on fire. Jennifer barely escapes with her life. The local doctor (Hume Cronyn) euthanizes Jennifer's mother then takes his own life. Stuart discovers that Jennifer's brother Eddie (Bill Paxton) harbors incestuous feelings for her and kills him. As the town descends into chaos and Stuart becomes violent, Jennifer flees in a pickup truck but gets stuck outside of town.

About 10,000 years ago, peaceful aliens from the planet Antarea set up an outpost on the planet Earth, on an island later known to mankind as Atlantis. When Atlantis sank, twenty aliens were left behind, kept alive in large rock-like cocoons at the bottom of the Atlantic Ocean. Now a group of Antareans have returned to Earth to collect them. Disguising themselves as humans, they rent a house with a swimming pool, and charge the water with "life force" to give the cocooned Antareans energy to survive the trip home. They charter a boat from a local captain named Jack (Steve Guttenberg) who helps them retrieve the cocoons. Jack likes Kitty (Tahnee Welch), a beautiful woman from the team who chartered his boat. When he spies on her while she undresses in her cabin, Jack is shocked when he discovers she is an alien. As an eight-year-old boy, Allen Bauer (David Kreps) is vacationing with his family near Cape Cod. While taking a sight-seeing tour on a small boat, he gazes into the ocean and sees something below the surface that fascinates him, while his older brother Freddie Bauer is walking around the boat fascinated by the women. Allen jumps into the water, even though he cannot swim. He grasps the hands of a girl who is inexplicably under the water with him and an instant connection forms between the two. Allen can now breathe under water as he is in the hands of a mermaid. However, Allen is pulled to the surface by the deck hands and the two are separated, though apparently no one else sees the girl. After the ferry moves off, Allen looks back at the girl, who dives underwater showing her mermaid's tail. Allen comes to believe the encounter was a near-death hallucination, but his bond with the mermaid proves so strong that his subsequent relationships with women fail as he seeks the connection he felt with the mermaid.
