Tim Zinnemann (born April 15, 1940) is an American film producer, former assistant director, and photographer. He is best known for his work on the films The Cowboys, The Long Riders, The Running Man and The Island of Dr. Moreau.

In 2010, United Nations negotiator Edward Douglas (David Thewlis) survives a plane crash in the Java Sea and is eventually rescued by a passing boat. Aboard, a man called Montgomery (Val Kilmer) tends to him, and after telling him the boat has no radio, he promises Douglas the captain will take him to Timor after dropping him off. However, when they arrive at Montgomery's destination referred to as "Moreau's Island", he instead advises Douglas to stay with him, ostensibly so he can use the radio on the island.

In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

The film is about the residents of a small rural town whose inhabitants start to exhibit strange and violent behavior after a small earthquake ruptures the seal on a toxic waste burial site. The toxic material has migrated into the town's local dairy milk supply. Stuart, played by Tim Matheson, and his girlfriend Jennifer, played by Meg Tilly, come to the town to visit her hospitalized mother. The couple begin to notice increasingly odd behavior by several of the townspeople. Although Stuart drinks the local milk, Jennifer does not. As the day progresses, the townspeople and Stuart begin to exhibit signs of violent and extreme sexual behavior. Jennifer visits her friend Margo (Amy Stryker) where she observes evidence that she broke her son's arm. When Jennifer tries to leave in her car, she can't because the kids have slashed her ties. When she tries to leave in Margo's car, the kids trap her in the garage and set it on fire. Jennifer barely escapes with her life. The local doctor (Hume Cronyn) euthanizes Jennifer's mother then takes his own life. Stuart discovers that Jennifer's brother Eddie (Bill Paxton) harbors incestuous feelings for her and kills him. As the town descends into chaos and Stuart becomes violent, Jennifer flees in a pickup truck but gets stuck outside of town.

Larry Murphy was convicted of first degree murder and is serving a life term in Folsom Prison for shooting his father, which he feels was justified because his father was raping his stepsister. In prison he is nicknamed "Lickety Split" by the other inmates, but remains a loner who has only one person he calls a friend: a black inmate named Stiles. The film centers around his obsession for running around the prison yard. Larry has no idea how fast he is actually running until the prison psychologist (Geoffrey Lewis) has the prison sports writer time him. Once the warden (Billy Green Bush) finds out just how fast Murphy is, he has the state track and field coach (Ed Lauter) bring up a couple of his distance runners to run against Murphy. Murphy beats them and ultimately allows the track coach to train him in anticipation of the upcoming olympic trials. Before that can happen however, a new track has to be built to proper specs in the yard for Murphy to run on so he can register an official time to be eligible to compete at the olympic trials. The Warden asks the inmates to volunteer to build the new track.
