A promiscuous and rather misogynistic man, Steve (Perry King) is murdered by one of his three ex-lovers, and after death, the powers that be cannot decide whether to send him to heaven or to hell—his life is full of good deeds, but he's "been a shit" to women, and that behavior is keeping him from going to heaven. The powers that be decide to give him a test; he is reincarnated and given a limited amount of time to have at least one woman be in love with him. To make the test more difficult, he is reincarnated as a beautiful woman (Ellen Barkin) named Amanda. After the change, Amanda/Steve encounters other people, including Steve's friend Walter, who Amanda convinces of the truth of her identity, and lesbian perfume magnate Sheila. Both become attracted to Amanda, but Amanda rebuffs Sheila's advances, even knowing that she is giving up an opportunity for a woman to love her, because Steve is homophobic and could not abide having gay sex, even though he had sex exclusively with women, as Steve, in the past. Later, Amanda and Walter get drunk together and end up having sex. In the morning, Amanda claims no memory of the sex and accuses Walter of raping her. Walter acts surprised and insists that Amanda was an enthusiastic participant. Amanda rejects Walter, but she learns shortly thereafter that she has become pregnant from the encounter. At the childbirth, the baby girl gazes upon her mother with love, and then Amanda dies, having earned her place in heaven.

A series of newspaper articles details the 1949 murder of pianist Margaret Strauss (Emma Thompson), who was stabbed with a pair of antique scissors during an apparent robbery. An anklet worth thousands of dollars is missing. Her husband, composer Roman Strauss (Kenneth Branagh), is found guilty of the crime and sentenced to death. Before his execution, Roman is visited by reporter Gray Baker (Andy Garcia). When asked if he killed Margaret, Roman leans in to whisper in Gray’s ear. Baker does not reveal Roman's answer at the time.

Police Officer Alex Kearney (Edwards) is a patrolman in Bryn Mawr, a rich plush suburb of Philadelphia until he stops an important businessman and his story of the incident is not believed. Celeste (Kim Basinger) is an alien sent on a secret mission to Earth and Steven Mills (Dan Aykroyd) is a widowed scientist who is working on different ways to send radio waves into deep space. An accident causes a disruption of gravity on Celeste's home world (Cosine N to the 8th). She's sent to investigate who could affect gravity and how it was done, believing it was an attack. She's aided by an alien device resembling a tentacle with an eye, which hides in a designer purse to aid Celeste with her encounters on Earth. The Bag is able to create any object, such as diamonds and designer dresses almost instantaneously. Celeste crashes a party hosted by Steven's brother Ron (Jon Lovitz) where she immediately draws attention to herself by making dated references to old TV shows and political slogans under the mistaken belief that it was current (her superiors had just collected the information, which had taken 92 years to get from Earth to her home world).

Judge Steven Hardin (Michael Douglas) is an idealistic Los Angeles jurist who gets frustrated when the technicalities of the law prevent the prosecution of two men who are accused of raping and killing a 10-year-old boy. They were driving slowly late at night and attracted the suspicion of two police officers, who wondered if the van's occupants might be burglars. After checking the license plate for violations, the policemen pulled them over for expired paperwork, claimed to have smelled marijuana, then saw a bloody shoe inside the van. However, the paperwork was actually submitted on time (it was merely processed late), meaning the police had no reason to pull over the van and Hardin has no choice (see fruit of the poisonous tree) but to throw out any subsequently discovered evidence, i.e. the bloody shoe. Hardin is even more distraught when the father of the boy attempts to shoot the criminals in court but misses and shoots a cop instead. Subsequently, the father commits suicide while in jail only after he informs Hardin that another boy has been discovered raped and murdered and tells him "This one is on you, your Honor. That boy would be alive if you hadn't let those men go." After hearing all this, Judge Hardin approaches his friend, Judge Caulfield (Hal Holbrook), who tells him of a modern-day Star Chamber: a group of judges who identify criminals who fell through the judicial system's cracks and then take actions against them outside the legal structure.

In 1893 London, popular writer Herbert George Wells (Malcolm McDowell) displays a time machine to his skeptical dinner guests. After he explains how it works (including a "non-return key" that keeps the machine at the traveler's destination and a "vaporizing equalizer" that keeps the traveler and machine on equal terms), police constables arrive at the house searching for Jack the Ripper. A bag with blood-stained gloves belonging to one of Herbert's friends, a surgeon named John Leslie Stevenson (David Warner), leads them to conclude that Stevenson might be the infamous killer. Wells races to his laboratory, but the time machine is gone.
