In 1828 Edinburgh, Scotland, Dr. Knox (Peter Cushing) is a highly skilled anatomist who draws large crowds of medical students to his lectures on the human body. Though he is constantly at odds with his stuffy, backwards colleagues, he is highly venerated by his students and believes his duty is to push the medical profession forward. Unfortunately, due to the laws of the time very few cadavers are legally available to the medical profession, necessitating the use of graverobbers or "Resurrection men" to procure additional specimens. Dr. Knox's assistant Dr. Mitchell (Dermot Walsh) and a young student named Jackson (John Cairney) and are given the task of buying the bodies, which are worth a small fortune... especially when fresh.

U. S. Air Force Interceptor Command Experimental Station No. 6 is a long-range radar installation located in Winthorp, Manitoba, Canada. Unexplained deaths begin to occur in the general area of a farming village near the American base. Postmortems reveal the victims were murdered and the brains and spinal cords are missing from the corpses; the only clue left behind are two puncture marks at the base of each skull. The locals, however, become convinced that radiation leaks from the radar installation's nuclear-power experiments are the cause of the mysterious deaths.

Transylvania in the 19th century. In Victorian London, Edward Styles is accused of being the notorious Haymarket Strangler, the brutal killer of five women. Twenty years after he is tried and executed for these crimes James Rankin (Karloff), a novelist and social reformer, launches an investigation to prove that Styles is innocent. His search for clues leads him first to the sleazy Judas Hole music hall, where the Strangler picked his victims from the resident can-can dancers and loose women, and then to the prison cemetery of Newgate where Styles was buried - in order to exhume his body. When the killings start again, Rankin's theory seems to be vindicated. However his growing obsession with the case signals a most unwelcome revelation as to the true identity of the murderer.

Deborah and Charles, very much in love, are young executives at the successful Pontifex Advertising Agency. Deborah is highly sought after as a brilliant TV executive, while Charles is regarded as thoroughly efficient. The Pontifex board of directors however, will not allow any married women on their staff. Charles’ fiancée Deborah worries about her future with the company. Eventually the company reverses their policy, enabling newly-wed Deborah to continue working. A spacecraft is viewed flying over the British countryside by several eye witnesses, including a woman who gets into an auto accident as a result. Later, a man enters a country inn very near where the sighting and auto accident took place. Acting strangely, seemingly able to read people's thoughts, he gives no name but says he needs a room. The stranger (Helmut Dantine) also asserts that he is responsible for saving the life of Susan North (Patricia Neal), the road accident victim. When he explains that he comes from the planet Venus, Arthur Walker (Derek Bond), a high-ranking government official and Susan's fiancé, calls the War Ministry. A Dr. Meinard (Cyril Luckham) later examines the stranger from Venus and observes that he seems to have no pulse.

The film is set in the early 1950s. The British Prime Minister, (Ronald Adam), is sent a letter by Professor Willingdon (Barry Jones), who works at Britain's Atomic weapons development facility, the Wallingford Research Centre, from which he has surreptitiously taken a nuclear warhead. It is a very explicit threat that Willingdon will destroy the centre of London in a week's time, at noon (hence the film title), unless the British government declares that it is to stop all stockpiling of nuclear warheads. Detective Superintendent Folland (André Morell) of Scotland Yard's Special Branch is charged with tracking down Willingdon and stopping him.
