During the 1977 El Salvadoran presidential elections, amid public unrest and a guerrilla uprising, the military regime sends death squads to detain, torture and kill any people who speak out against its human rights record. The Vatican elevates conservative Oscar Arnulfo Romero (Raul Julia) to the position of Archbishop of San Salvador, hoping that he will accept the status quo. Although conservative, Romero is afraid of the government's increasing hostility. After the assassination of Father Rutilio Grande (Richard Jordan), an outspoken Jesuit advocate for the poor, Romero begins to take a stand against the government's policies, prompting the death squads to begin targeting priests.

Kevin Leahy, an alcoholic Catholic priest who has strayed from his faith, crashes his car and is pronounced dead at the scene. As penance, he is sent back to Earth to fight evil as an exorcist, and returns to life. The Helen Page School, a Catholic all-girls college in Salem, Oregon is on the brink of graduation season, and are about to go coed the following semester. In a deliberate throwback to 1940s films noir, a former private eye from that period, Chandler, takes up his old work again, and finds himself constantly driving old cars. He is ostensibly hired by the government to protect a witness, Katherine Creighton, from a gangland leader, John Melchior, who wants to kill her. But Chandler is in fact working for a corrupt government agent, Ross J. Carmady, who is using him as a dupe so that Carmady can murder Melchior and put his own double agent at the top of the racket.
