A very expensive necklace, also known as "Czarina's Tears," are robbed from Phelps's jewelry shop. The next morning Phelps (Granville Bates) orders insurance company manager J. W. Ridgeway (Andrew Tombes) to retrieve it. Ridgeway is convinced that Phelps' insurance policy has not been renewed, as he doesn't think Phelps deserves it. But his young secretary Miss Harrison (Patricia Ellis) had renewed it automatically about a month before.

Gene Autry (Gene Autry) returns to his hometown of Torpedo as guest of honor at the Frontier Days Celebration, where he meets his childhood enemies, the Wildhack brothers—Mark (Barton MacLane), Jasper (Joe Sawyer), and Bud (Horace McMahon)—who are now local gangsters. Two refugees, a medical doctor and his 20-something-year-old daughter arrive in the USA from Nazi-annexed Austria end up in becoming the much-needed physician and nurse in a small North Dakota farm town. The local town located in the area known as the Dust Bowl and is being hard hit by the drought and dust storms. The local farmers and townspeople want to try to save their farms and the town by adopting newer farming methods, but are eventually convinced by the Department of Agriculture, and the continuing dust storms to pack up the whole town and move en masse to an undeveloped portion of Oregon, where a new dam will create a water supply for them to build a new farming community.

Homesteaders moving into a valley in New Mexico are being attacked by the Black Raiders. The valley had been settled by rancher Craig Dolan, who does not want the new homesteaders to be there. His son, Bart, has taken matters into his own hands and formed the Black Raiders. The Lone Ranger attempts to aid the homesteaders but he is hampered by the fact that he has been framed for being part of the Raiders. In particular, Juan Vasquez believes that he killed his brother, although when this is disproven he becomes another of the Lone Ranger's partners. However, the Ranger is forced to remove the mask and operate under the name of "Bill Andrews" at times in order to successfully protect the homesteaders.
