Eight years after Harvey Dent's (Aaron Eckhart) death, the Dent Act grants the Gotham City Police Department powers which nearly eradicate organized crime. Feeling guilty for covering up Dent's crimes, Police Commissioner James Gordon (Gary Oldman) writes a resignation speech confessing the truth but decides not to use it. Batman has disappeared, and Bruce Wayne (Christian Bale) has become a recluse. Cat burglar Selina Kyle (Anne Hathaway) obtains Bruce's fingerprints from his home, kidnaps a congressman, then disappears. Selina hands Bruce's fingerprints to Phillip Stryver (Burn Gorman), an assistant to Bruce's business rival John Daggett (Ben Mendelsohn), in hope of having her criminal record erased. Stryver double-crosses Selina, but she uses the congressman's stolen phone to alert the police to their location. Gordon and the police arrive to find the congressman, and then pursue Stryver's men into the sewers while Selina flees. A masked militant named Bane (Tom Hardy) captures Gordon. Gordon escapes and is found by John Blake (Joseph Gordon-Levitt), a once-orphaned patrol officer who has deduced Batman's true identity from their similar backgrounds. It has been four years since the events of the first movie. In 2002, in a new lair behind the famous Hollywood sign, Dr. Evil outlines his newest plan to his minions: he will go back in time to 1975 and bring back Johan van der Smut, aka "Goldmember", who developed a cold fusion unit for a tractor beam which Dr. Evil names Preparation H, not to be confused with the well known product of the same name - Preparations A through G had failed earlier. Homer is returned twice by foster parents; his first foster parents thought he was too quiet and the second parents beat him. Dr. Larch is addicted to ether and is also secretly an abortionist. Conditions at the orphanage are very spartan, but the children are treated with love and respect, and they are like an extended family. Each night before they go to sleep, Dr. Larch says, "Goodnight you princes of Maine, you kings of New England!" as both encouragement and a kind of blessing.

In 2027, after 18 years of global human infertility, civilization is on the brink of collapse as humanity faces extinction. The United Kingdom, the only stable nation with a functioning government, is deluged by asylum seekers fleeing the chaos and war which have taken hold around the world. In response, Britain has become a militarized police state as British government forces round up and detain immigrants. Theo Faron, a former activist turned cynical bureaucrat, is kidnapped by the Fishes, a militant immigrants' rights group. They are led by Theo's estranged wife, Julian Taylor, from whom he separated after their son's death.
