The FBI responds to a brief computer outage at their Cyber-Security Division by tracing down top computer hackers, finding several of them have been killed. Taking others into protective custody, the FBI asks New York City Police Department detective John McClane (Bruce Willis) to bring in Matthew "Matt" Farrell (Justin Long), one of the targeted hackers. In the 1990s, U.S. National Security Agency official Thomas Bryan Reynolds (Jon Voight) meets with congressman Phil Hammersley (R-NY) (Jason Robards) in a public park to discuss support for new counter-terrorism legislation the U.S. Congress is pushing that dramatically expands the surveillance powers of intelligence agencies on individuals and groups. Hammersley remains committed to blocking its passage, since he believes it would almost totally destroy the privacy of American citizens. Reynolds has his team murder Hammersley, spread heart pills over his car, place him in the car and push it in a lake to make it look like he had a heart attack. In the aftermath, they discover too late that wildlife researcher Daniel Zavits (Jason Lee) had a camera aimed in the woods at their location. Zavits inspects the footage, transfers the video to an innocuous video game disc and flees the apartment ahead of Reynolds's team.

Bobby Boucher is a socially inept water boy with a stutter and hidden anger issues due to constant teasing and excessive sheltering by his mother, Helen (Kathy Bates). He became the water boy for the (fictional) University of Louisiana Cougars after being told his father died of dehydration in the Sahara while serving in the Peace Corps. However, the players always torment him and the team's head coach, Red Beaulieu (Jerry Reed), eventually fires him for "disrupting" the team's practices (in actuality, the coach had fired Bobby because he's too weak for his team to bully). Bobby then approaches Coach Klein (Henry Winkler) of the South Central Louisiana State University Mud Dogs and asks to work as the team's water boy. Coach Klein has been coach of SCLSU for years without success. It is revealed later in the movie that he and Beaulieu were assistant coaches at the University of Louisiana, but Beaulieu bullied Klein into letting him take sole credit for a playbook (that Klein actually came up with on his own) to earn the head coach job and then immediately fired Klein. The experience drove Klein to a mental breakdown and rendered him unable to come up with new plays. Furthermore, unlike the Cougars, the Mud Dogs are a struggling team both on and off the field. They have lost 40 consecutive games, their cheerleaders have become alcohol dependent, and players are forced to share equipment. Bobby insists he be the waterboy after seeing a keg of heavily polluted water that coach Klein had been offering his players. Klein, despite being impressed with a sample of Bobby's water, tells him he cannot hire anybody due to the team's financial issues, but Bobby agrees to work for free.

Friends Reed Richards (Miles Teller) and Ben Grimm (Jamie Bell) have worked together on a prototype teleporter since childhood, eventually attracting the attention of Professor Franklin Storm (Reg E. John Brown is a humble, but clumsy security guard working at the Bradford robotics laboratory in Riverton, Ohio, run by Artemus Bradford and his daughter Brenda, whom Brown has a crush on. Brown wishes to become a police officer, with support from his niece Penny. Brenda and Artemus create a lifelike robotic foot as part of the Gadget Program, to create cybernetically augmented police officers. Tycoon Sanford Scolex attacks the lab, steals the foot, and has Artemus murdered before escaping in his limo. Brown goes chasing him down in his car, which leads to its being destroyed by Scolex's explosive cigar leaving brown for dead, but a bowling ball coming from the fiery blast of Brown’s destroyed car smashingly crushes Scolex's hand, forcing him to replace it with a mechanical claw.
