Fictional television station WIDB-TV (channel 8) experiences problems with its late-night airing of science-fiction classic Amazon Women on the Moon, a 1950s B movie in which Queen Lara (Sybil Danning) and Captain Nelson (Steve Forrest) battle exploding volcanoes and man-eating spiders on the moon. Waiting for the film to resume, an unseen viewer begins channel surfing—simulated by bursts of white noise—through late night cable, with the various segments and sketches of the film representing the programming found on different channels. The viewer intermittently returns to channel 8, where Amazon Women continues to resume airing before faltering once more.

Best friends and nerds Lewis Skolnick and Gilbert Lowe enroll in Adams College to study computer science. They are kicked out of the freshmen dorms by the Alpha Betas, a fraternity composed primarily of football team members, after the Alpha's carelessly burn down their frat house. Jake Farris (Dolly Parton), a country singer stuck in a long-term contract performing at a sleazy urban cowboy nightclub in New York City, boasts to the club's manager, Freddie (Ron Leibman), that she can make anybody into a country sensation, insisting that she can turn any normal guy into a country singer in just two weeks. Freddie accepts Jake's bet, putting up the remainder of Jake's contract (if she wins the bet, the contract becomes void; if she loses, another five years will be added). He then ups the ante: if Jake loses, she must also sleep with him. The problem is that Freddie can select the man, and he selects an obnoxious New York cabbie named Nick Martinelli (Sylvester Stallone). Nick not only has no musical talent whatsoever, he claims to hate country music "worse than liver". Realizing she is stuck with Nick, Jake takes him back to the hills of Tennessee for a two-week crash course in how to walk, talk, and sing like a genuine country star.

Judge Steven Hardin (Michael Douglas) is an idealistic Los Angeles jurist who gets frustrated when the technicalities of the law prevent the prosecution of two men who are accused of raping and killing a 10-year-old boy. They were driving slowly late at night and attracted the suspicion of two police officers, who wondered if the van's occupants might be burglars. After checking the license plate for violations, the policemen pulled them over for expired paperwork, claimed to have smelled marijuana, then saw a bloody shoe inside the van. However, the paperwork was actually submitted on time (it was merely processed late), meaning the police had no reason to pull over the van and Hardin has no choice (see fruit of the poisonous tree) but to throw out any subsequently discovered evidence, i.e. the bloody shoe. Hardin is even more distraught when the father of the boy attempts to shoot the criminals in court but misses and shoots a cop instead. Subsequently, the father commits suicide while in jail only after he informs Hardin that another boy has been discovered raped and murdered and tells him "This one is on you, your Honor. That boy would be alive if you hadn't let those men go." After hearing all this, Judge Hardin approaches his friend, Judge Caulfield (Hal Holbrook), who tells him of a modern-day Star Chamber: a group of judges who identify criminals who fell through the judicial system's cracks and then take actions against them outside the legal structure.

Atouk (Starr) is a bullied and scrawny caveman living in "One Zillion BC – October 9th". He lusts after the beautiful but shallow Lana (Bach), who is the mate of Tonda (Matuszak), their tribe's physically imposing bullying leader. After being banished along with his friend Lar (Quaid), Atouk falls in with a band of assorted misfits, among them the comely Tala (Long) and the elderly blind man Gog (Gilford). The group has ongoing encounters with hungry dinosaurs, and rescues Lar from a "nearby ice age", where they encounter an abominable snowman. In the course of these adventures they discover sedative drugs, fire, invent cooking, music, weapons, and learn how to walk fully upright. Atouk uses these advancements to lead an attack on Tonda, overthrowing him and becoming the tribe's new leader. He rejects Lana and takes Tala as his mate, and they live happily ever after.

They spend much of their time together swimming in an old abandoned water-filled quarry, but also often clash with the more affluent Indiana University students in their hometown, who habitually refer to them as "cutters", a derogatory term for locals stemming from the local Indiana Limestone industry and the stonecutters who worked the quarries. Dave is obsessed with competitive bicycle racing, and Italian racers in particular, because he recently won a Masi bicycle. His down-to-earth father, a former stonecutter who now operates his own used car business (sometimes unethically), is puzzled and exasperated by his son's love of Italian music and culture, which Dave associates with cycling.
