Sakthi (Vijay) is the adopted son of a Madurai-based don Sivan (Mohanlal) and is also his right-hand man, bodyguard and driver. He hates the police due to a police officer killing his father, who was Sivan's driver, in his childhood. His hatred is such that he hates the khaki colour (which is worn by policemen in India), constantly teases his friend Gopal (Soori), who is a Sub-inspector and even loses romantic interest on a woman named Shanthi (Kajal Aggarwal) after he finds out that she is a police inspector. However, when Sivan is insulted by the new Police Commissioner of Madurai (Pradeep Rawat), he forces Sakthi to become an IPS officer to save his crime syndicate and prove the Commissioner's words wrong (A policeman can think like a criminal, but a criminal can never think like a policeman). Reluctantly Sakthi passes all the tests and training in Civil service exams without any effort (due to high political influence). He takes charge as Assistant Commissioner of Police [law and order] of Madurai center, Sakthi gives free rein to Sivan and his henchmen, who wreak havoc over Madurai, until one of their activities inadvertently causes a gas leak which destroys a school and some nearby buildings, killing several people, including women and children. This incident, compounded by the assault of a woman (Meenal), whose husband was killed in the gas leak, by Sivan's henchmen when she had come to the police station to lodge a complaint against Sivan, causes Sakthi to take up the path of an honest and upright police officer. Sakthi's new persona is not liked by Sivan and after a heated argument between the two, he disowns Sakthi. A cat-and-mouse game then begins between Sivan and Sakthi, with Sivan, his henchmen and his family determined to humiliate Sakthi at every opportunity, while Sakthi, assisted by Shanthi and Gopal, tries to rid Madurai of Sivan's influence. Sakthi is soon promoted to Deputy Commissioner of Police for his efforts.

Raj (Ram Charan) is a Hyderabad-based gambler living with his adopted parents who supports his means of living. Tragedy strikes the family when his adopted father (M. S. Narayana) is diagnosed with cirrhosis as a result of alcoholism. Raj needs ₹2 million for his father's liver transplantation, which must be done within a month. As he is on the lookout for money, he is approached by James (Ajmal Ameer), his rival in betting, with a betting challenge. James dares Raju to make Chaitra (Tamannaah), a dental student and the daughter of a dreaded and influential businessman Bellary (Mukesh Rishi) to fall in love with him. If he is able to complete the task before 31 December 2011, James will give him the money needed for his father's operation and if not, he has to give up betting forever.

The film begins at a journey in train where Paari (Jiiva) looks back at everything. Cut to the beginning, one remote village in Ramanathapuram. Paari is a do-gooder helping everyone in need. A magnanimous man, he gives anything and everything to others if they ask for. Promising his dad (Azhagam Perumal) to earn more, Paari sets out to Chennai. But he faces more challenges. Major Mahadevan (Mohanlal) is an officer deputed to the National Security Guards (NSG). He has been assigned to counter-terrorism duties in Kashmir and commands an elite group of NSG commandos. He calls back his buddy Havildar Jaikumar (Jiiva) from his honeymoon because he has information about major activities of the militants; he feels Jaikumar is needed for the team. The commandos raid a mosque in civilian dress and seize a big collection of arms and explosives. Later, during an operation focused on some cottages near the Dal Lake, a commando in the team is killed and an outraged Jaikumar shoots down a captured terrorist who challenges the commandos. A human rights activist (Shwetha Menon) learns about this and threatens to file a complaint with the government. She later understands the situation and the sincerity of the commandos and decides not to proceed with the complaint.
