The film opens with a montage of scenes reflecting life in the 1990s, with heavy traffic, rushing commuters, and homeless people on the street. While everybody else is preparing for Adam's and Adora's birthday, Adam is helping Man-At-Arms finish up the Sky Spy, a space shuttle intended to spy on Skeletor. The moment they head back to the palace, though, Orko gets inside the ship and messes around with the controls, causing the ship to blast off into the sky with him in it. Skeletor catches sight of the aircraft and, despite not knowing what it is or who is flying it, he gives chase after it in the Collector. Before he can take it down, He-Man and She-Ra, who are also unaware that Orko is in the Sky Spy, show up and punch a hole in the Collector, throwing it off course.

The movie commences with a flashback whereby a group of teenage girls are playing "Triple Dog", where by each individual dares another to do something. Chapin Wright (Britt Robertson) triple-dog-dares a popular girl among them, Stacy St. Clair (Julia Maxwell), to jump off the Jogger Bridge. None of them realises how strong the current is in the river below. Thus, when Stacy jumps in, she is unable to reach the top and drowns.

At the age of eight, a girl named Leslie Whitehead (Ryan Simpkins) is kidnapped by Alex (Tom Arnold) and Frank (Kevin Zegers). Alex says he needs help finding his dog, then he and Frank take her to school. While driving, Alex tells Leslie her dad is their boss, thus earning her trust. After school, Alex and Frank find her again. They lure her into their car with a story about her dad being in trouble, drug her and take her to their house. Alex tells Leslie her parents do not want her anymore. As proof, he provides the number to her "dad's cell phone," which, in reality, is a pay phone. After several unanswered calls, she eventually accepts his story.

When network engineer Simon J. (Jeremy Sisto) begins finding empty plain brown paper packages in his apartment, he goes to great length to try and secure his boundaries, but the packages keep appearing. Simon attempts to find out who is leaving the packages, and his investigation exposes him to his eccentric neighbors, an artificial intelligence robot head, created by Derrick (Udo Kier) who occupies an apartment across the hall from Simon, a virtual reality sex-game, created by the Neighbour (Bruce Payne) who occupies the apartment next to Simon's, and the possibility of a corporate conspiracy. At the same time Simon, who works in IT, is under pressure to complete a programming project and develops a romantic relationship with another of the apartment block's residents, Trish (Deborah Kara Unger).
