In small-town Carthage, Texas, local assistant mortician Bernie Tiede, a beloved member of the community, becomes the only friend of the wealthy, recently widowed Marjorie Nugent, who is widely considered cold and unpleasant by the other townsfolk. Waking Life is about an unnamed young man living an ethereal existence that lacks transitions between everyday events and that eventually progresses toward an existential crisis. For most of the film he observes quietly but later participates actively in philosophical discussions involving other characters—ranging from quirky scholars and artists to everyday restaurant-goers and friends—about such issues as metaphysics, free will, social philosophy, and the meaning of life. Other scenes do not even include the protagonist's presence, but rather, focus on a random isolated person, group of people, or couple engaging in such topics from a disembodied perspective. Along the way, the film touches also upon existentialism, situationist politics, posthumanity, the film theory of André Bazin, and lucid dreaming, and makes references to various celebrated intellectual and literary figures by name.

Ingrid and Gregorio Cortez (Carla Gugino and Antonio Banderas) are rival spies who fall in love with each other. After a surreal dream of the two of them menacing a city as giants, Beavis and Butt-head wake up to realize that someone has stolen their television. The pair then embark on a quest to find it. After several mishaps involving searching for a television, they visit a low-quality motel that advertises "TVs in every room". There, they encounter Muddy Grimes, who is waiting for two hired hitmen (later revealed to be the same people who stole Beavis and Butt-head's television) to murder his wife, Dallas. Muddy (who is drunk), thinking that Beavis and Butt-head are the killers he has contacted, says that they must "do" (murder) his wife. Thinking that by "do" Muddy means "score with", Butt-head convinces Beavis that both of them can "score" as well as, they'll get paid and they can buy a new television. Muddy hands them a photograph of Dallas with instructions on where to find her. He then drives them to the airport to catch a plane to Las Vegas.

The film starts on June 16, 1994 with Jesse meeting Céline on a train from Budapest and striking up a conversation with her. Jesse is going to Vienna to catch a flight back to the United States, whereas Céline is returning to university in Paris after visiting her grandmother. When they reach Vienna, Jesse convinces Céline to disembark with him, saying that 10 or 20 years down the road, she might not be happy with her marriage and might wonder how her life would have been different if she had picked another guy, and this is a chance to realize that he himself is not that different from the rest; in his words, he is "the same boring, unmotivated guy." Jesse has to catch a flight early in the morning and does not have enough money to rent a room for the night, so they decide to roam around in Vienna.

Slacker is a uniquely structured and seemingly plotless film, following a single day in the life of an ensemble of mostly under-40 bohemians and misfits in Austin, Texas. The film follows various characters and scenes, never staying with one character or conversation for more than a few minutes before picking up someone else in the scene and following them. The characters include Linklater as a talkative taxi passenger, a UFO buff who insists the U.S. has been on the moon since the 1950s, a JFK conspiracy theorist, an elderly anarchist who befriends a man trying to rob his house, a serial television set collector, and a hipster woman trying to sell a Madonna pap smear. The woman selling the pap smear appears on the film poster, and was played by Butthole Surfers drummer Teresa Taylor. Most of the characters grapple with feelings of social exclusion or political marginalization, which are recurring themes in their conversations. They discuss social class, terrorism, joblessness, and government control of the media.
