The movie opens with Peter Burton (Cusack) and best friend Tim Garrity (Spader) nervously awaiting the results of Peter's congressional election. The two had met seven years earlier following an argument in the parking lot at law school. After discovering that they are to be roommates, the men become close friends. Tim, who comes from an affluent family, plans a career with the Department of Justice, a fact that doesn't sit well with his girlfriend, Diana (Imogen Stubbs), the daughter of Senator Stiles (Widmark). The couple end their relationship before Tim has a chance to propose. Peter, who is embarrassed by his lower-class roots, plans a career in politics, eventually manipulating his way into a job on a congressman's campaign staff.

It is a hot summer day in 1933 in South Philadelphia, where 12-year-old Gennaro lives with his widowed mom and his ailing grandfather. His grandfather sits outside holding tight to his last quarter. After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. In reality, it has been set up to forcibly relocate the residents of Cadillac Heights. Nikko, a Japanese-American computer whiz kid, loses her parents in the process.

Harry Fabian (De Niro) is a fast-talking, two-bit New York lawyer who hangs out at a bar called Boxers, owned by Phil (Gorman) and his wife Helen (Lange). Harry has been having an affair with Helen, who dreams of setting up her own bar and leaving Phil. At the bar, he spots an article in the New York Post about a man who was pummeled by a boxer. He calls the man on Phil's phone and pitches a lawsuit against the boxer on the grounds that his fists are legally considered weapons. The fighter is promoted by Ira "Boom Boom" Grossman (King), who tries to muscle Harry off the idea of suing his boxer. The case is promptly dismissed by the judge, who knows that it is baseless.

Harry Angel (Rourke), is a downtrodden New York City private detective contracted by Louis Cyphre (Robert De Niro) to track down John Liebling, known as Johnny Favorite, who suffered severe neurological trauma resulting from injuries he received in World War II.
