In not-so-merry-old-England during the 13th Century, the neurotic Prince John (Roddy McDowell) sits on the throne, supported by his evil henchman, Sir Guy of Gisbourne (Tom Baker) and constantly ridiculed by his mother, Eleanor of Aquitaine (Janet Suzman). While celebrating his birthday, the Prince becomes unhappy when he discovers his older brother, Richard, is not dead as everyone thought but rather being held for ransom in Austria. As Richard is the rightful King of England, this creates a problem for Prince John. However, Gisbourne openly suggests that they tax the Saxon peasants to raise the ransom, while secretly confiding in the Prince that the King will most likely die of pneumonia before the year is out and that they will keep the money.

The infamous vampire Count Dracula is expelled from his castle by the Communist government of Romania, which plans to convert the structure into a training facility for gymnasts (the head trainer declares that it will include Nadia Comăneci). The world-weary Count travels to New York City with his bug-eating manservant, Renfield, and establishes himself in a hotel, but only after a mix-up at the airport causes his coffin to be accidentally sent to be the centerpiece in a funeral at a black church in Harlem. While Dracula learns that America contains such wonders as blood banks, he also proceeds to suffer the general ego-crushing that comes from modern life in the Big Apple as he romantically pursues flaky fashion model Cindy Sondheim, whom he has admired from afar and believes to be the current reincarnation of his true love (an earlier being named Mina Harker).

Freebie and Bean are a pair of maverick detectives with the SFPD Intelligence Squad. Price plays the titular mad scientist who is working with the Chinese government to use exploding female robots to disrupt a scheduled NATO war-game by blowing up the various generals involved in the exercise (one of whom looks exactly like Goldfoot, and whom Goldfoot later impersonates). Fabian is the hero who works to thwart the plot, when he isn't busy chasing women such as Laura Antonelli's character. The film ends with an extended frantic chase through the streets of Rome, and Goldfoot attempting to start World War III between Russia and the United States by dropping a nuclear bomb on Moscow.
