Growing up in Texas, Chris Kyle is taught by his father how to shoot a rifle and hunt deer. Years later, Chris has become a rodeo cowboy and returns home to find his girlfriend in bed with a stranger. After telling her to leave, he is mulling it over with his brother when he sees news coverage of the 1998 U.S. embassy bombings and decides to enlist in the navy. In Los Angeles in 1928, single mother Christine Collins (Jolie) returns home to discover her nine-year-old son, Walter (Gattlin Griffith), is missing. Reverend Gustav Briegleb (Malkovich) publicizes Christine's plight and rails against the Los Angeles Police Department (LAPD) for its incompetence, corruption and the extrajudicial punishment meted out by its "Gun Squad" led by Chief James E. Davis (Feore). Several months after Walter's disappearance, the LAPD tells Christine that he has been found alive. Believing the positive publicity will negate recent criticism of the department, the LAPD organizes a public reunion. Although "Walter" (Devon Conti) claims he is Christine's son, she says he is not. Captain J. J. Jones (Donovan), the head of the LAPD's Juvenile Division, insists the boy is Walter and pressures Christine into taking him home "on a trial basis".

In 1958, two U.S. Air Force pilots and aspiring astronauts, William "Hawk" Hawkins (Tommy Lee Jones) and Frank Corvin (Clint Eastwood), are testing a modified X-plane when Hawk decides to try to break a height record. The plane stalls and they are forced to eject, narrowly missing a B-50 Superfortress piloted by navigator "Tank" Sullivan (James Garner) as they parachute to safety. On the ground, Frank punches Hawk for putting their lives at risk, but their fight is broken up by engineer Jerry O'Neill (Donald Sutherland). Their supervising officer, Bob Gerson (James Cromwell), chastises Hawk for his recklessness, before taking them to a press conference, where it is announced that the Air Force will no longer be involved in space flight tests as this has now been handed off to the newly created NASA, ending the four's dreams of reaching space.

Josh (Tom Everett Scott) gets in to college on a scholarship, and Cooper (Mark-Paul Gosselaar) is assigned as his roommate. Cooper does little work and instead spends all the time partying and consistently fails his course, but his father continues to fund him through college. The normally studious Josh is led astray by Cooper's lifestyle and spends the first half of his first semester partying instead of studying, and consequently flunks all of his mid-terms. To his horror he then finds out that a condition of his scholarship is a passing grade average each semester, and that with his poor mid-term score he needs an A+++ (which is impossible) in all of his courses or he will lose his scholarship.

Broadcast eleven years after a similar program, Special Bulletin, Without Warning starts in an identical fashion, with the beginning of "regular programming", in this case the opening of a murder mystery film with the title Without Warning, starring Loni Anderson (appearing in a cameo). Within moments, however, the program is interrupted with a news bulletin of an earthquake in Wyoming. The "movie" resumes but a few moments later is interrupted for good as coverage begins of a Halloween night meteor impact on the United States.
