In San Francisco in the 1850s, a city where gold fever has left shipowners short-handed, Bat Morgan, a sailor come ashore is robbed and nearly shanghaied aboard another ship. Managing to escape, he sticks around town to pay back those responsible and then to take a cut in the action in the vice district. Organizing the various gambling houses (and other forms of vice implied but, for Code reasons, not explicitly stated) into a consolidated enterprise in alliance with a corrupt city boss, Jim Dailey, he comes into conflict with a crusading newspaper, run by Jean Barrat, the daughter of the late murdered publisher, and Charles Ford, the idealistic editor to whom Jean is all but engaged.

George Armstrong Custer (Errol Flynn) enters West Point and quickly establishes himself as a troublemaker by showing up in an outlandish uniform he had designed himself, which makes him appear to be a visiting foreign general. In Richmond, Virginia, Asa (Frank Craven) and Lavinia (Billie Burke) (née Fitzroy) Timberlake gave their two daughters male names: Roy (Olivia de Havilland) and Stanley (Bette Davis). Cagney plays a truck driver named Danny Kenny, who starts as a New York boxing contender. Ann Sheridan plays his girlfriend, Peggy. Being successful as a boxer, Danny decides to financially help his brother Eddie (Arthur Kennedy) to become a professional musician. Peggy on the other hand, loses her heart to Murray Burns (Anthony Quinn), a professional dancer, and she turns down Danny's proposal in order to go for a dancing career. Embittered by Peggy's refusal, Danny continues to work as a boxer and eventually gets blinded by his opponent during a fight, who has placed some rosin dust onto his gloves. Now blind, Danny works as a newspaper stand operator, while Peggy's career as a dancer did not materialize. The movie ends with Eddie becoming a successful composer who dedicates his first major symphony at Carnegie Hall to his brother, who is listening to the concert on the radio from his newsstand.

Film star Kay Winters (Carole Lombard) is traveling through Paris under a wig and the pseudonym of Kay Summers with her maid and companion Myrtle (Marie Wilson). She meets Rene (Fernand Gravet), a French marquis who has lost all his money and has pawned all his material possessions to live, about which Paris society does not know. He, in his tuxedo, offers to give her a tour of the real Paris. Two screenwriters, Law and Benson (James Cagney and Pat O'Brien), are in need of a story for cowboy star Larry Toms (Dick Foran).
