The movie begins with a young girl, Julia Crichton, waking up from a dream about the day her family was forcibly taken from her home by soldiers beside her older brother Ashley, who is currently studying their parents' alchemy books. Ashley then shows his sister some pages and explains that with the alchemy in the book, he hopes to make a world that no one's seen before. Soon after discovering two strange rubbed-out pages, the siblings hear some strange noises and Ashley goes ahead to investigate, but a worried Julia follows to a room where she finds the bodies of her parents hung up and dripping blood. She watches in horror as her brother is attacked and presumably murdered to which she faints.

In Southtown, young Terry and Andy Bogard are out with their master, Tung Fu Rue and their father, Jeff Bogard. Jeff is distracted by a group of poor children who beg him for money and a pretty, young flower girl as part of an attempt on his life by four attackers, one of whom succeeds in stabbing him. He is then confronted by his old rival Geese Howard, and dies of his wounds. While looking at the Dragon Radar, Oolong notices that all of the Dragon Balls are starting to be gathered together. He and Gohan, who were also searching for the Dragon Balls, head out to investigate and end up at the Tsurumai-Tsuburi Mountains’ eternal wall of ice, where coincidentally, Piccolo is also training. Dr. Kochin summons Shenron and wishes for Dr. Wheelo’s lab to be released from the ice. The ice begins to break away and a building emerges. Gohan and Oolong look on in disbelief, when they are suddenly attacked by Dr. Kochin’s Biomen. Piccolo shows up to save Gohan, but is overcome by three mysterious fighters, while Gohan and Oolong escape.

On 16 July 1988, an orb of light destroys Tokyo and World War III begins. Thirty-one years later, in the city of Neo-Tokyo, Shotaro Kaneda has his bōsōzoku gang, the Capsules, battle their rival gang, the Clowns. While there, Kaneda's best friend, Tetsuo Shima, crashes his motorcycle into Takashi, an esper with psychic powers, who had fled from a secret government laboratory with help from a covert operative. Colonel Shikishima, assisted by another esper called Maseru, has Takashi escorted back to his original lodgings and Tetsuo is abducted. When Kaneda and his gang are interrogated, he encounters Kei, a member of the revolutionary group, and arranges her release along with the Capsules.
