Yang Rui is a handsome Beijing executive who is bored with his easy life and numerous female conquests. He is having an affair with his female boss, and in general seems to despise women and relationships. He hears about a woman named He Yanhong who is from out of town, beautiful but mysterious and quite reclusive. He soon falls in love with her, despite the fact that she rejects his advances and appears to have few friends. When she kicks him in the head after coming on too strongly, she shows some regret and compassion, nursing him back to health and they develop a friendship. He Yanhong tells him her nickname is An Xin ("peace" in English). Unfortunately, Yang Rui's scorned female boss becomes jealous, reveals she has been spying on the young couple, arranges for He Yanhong to lose her job, reveals that she has a child, and then frames him for accepting an illegal kickback that briefly sends Yang Rui to prison.

Chev Chelios (Jason Statham) is a Chinese-based British hitman, working for a crime syndicate headed by Uglyman (Carlos Sanz). Chelios is contracted by Carlito to kill mafia boss Don Kim (Keone Young) as members of the Triads have been encroaching on Carlito's business. Carlito betrays Chelios by making it appear he assassinated Don Kim on his own, without his authorization. Ricky Verona (Jose Pablo Cantillo), an ambitious small-time criminal uses the opportunity to conspire with Carlito against Chelios; Verona will kill Chelios so the Triads do not retaliate, and then take Chelios's place as Carlito's new hired gun. While Chelios sleeps in his apartment, Verona, his brother Alex (Jay Xcala), and several henchmen break in and inject Chelios with a Chinese synthetic drug which inhibits the flow of adrenaline, slowing the heart and eventually killing the victim. Chelios wakes to find a recording left by Verona showing what he has done.

The film opens in Saigon at the height of the Vietnam War. John Converse (Moriarty), a disillusioned war correspondent, approaches Ray Hicks (Nolte), a merchant marine sailor and acquaintance of Converse's from the US, for help in smuggling a large quantity of heroin from Vietnam to San Francisco, where he will exchange the drugs for payment with Converse's wife Marge (Weld), who has become addicted to Dilaudid. When Hicks discovers he is being followed by thugs connected either to Converse or his suppliers, he goes on the run with Marge and the heroin, and is eventually pursued by the corrupt DEA agent (Zerbe), who initially set the deal in motion. As Marge is separated from her supply of prescription drugs, she experiences withdrawal, and Hicks decides to help her wean off her dilaudid addiction by using the heroin. Hicks also attempts to find another buyer for the heroin before his pursuers can catch up to him.

Miss Withers (Edna May Oliver) discovers the dead body of her colleague, music teacher Louise Halloran (Barbara Fritchie), in a schoolroom. She summons her old friend, Inspector Oscar Piper (James Gleason), but by the time he arrives, the corpse has disappeared. Having watched the only entrance (other than a fire exit with an alarm), Miss Withers knows the killer must still be inside. Philippe Douvier (Robert Webber), a major businessman and secretly the head of the French Connection, is suspected by his New York Mafia drug trading partners of weak leadership and improperly conducting his criminal affairs. To demonstrate otherwise, Douvier's aide Guy Algo (Tony Beckley) suggests a show of force with the murder of Chief Inspector Jacques Clouseau (Peter Sellers). Unfortunately for Douvier, his first attempt at bombing him fails; and the subsequent attempt by Chinese martial artist 'Mr. Chong' (an uncredited appearance by the founder of American Kenpo, Ed Parker) is thwarted when Clouseau successfully fights him off, believing him to be his (Clouseau's) valet Cato (Burt Kwouk) who has orders to keep his employer alert with random attacks. That night, Douvier poses as an informant to lure Clouseau into a trap, but the Chief Inspector's car and clothes are stolen by transvestite criminal Claude Russo (Sue Lloyd), who is killed by Douvier's men. Subsequently Douvier and the French public believe Clouseau is dead and, as a result of this assumption, Clouseau's former boss, ex-Commissioner Charles Dreyfus (Herbert Lom), is restored to sanity and is released from the lunatic asylum to perform the investigation.
